Both yes and no really. It hurt him to lose his big return and then he was sucked into a HHH feud. The Cena loss was probably fine but making him vs HHH a trilogy was a very bad move. Ideally though he would have won and Cena's "worst year ever" can keep playing out.

And it gets even more ridiculous if we think that Cena lost against Lord Tensai and John Laurinaitis during this period
Not just this match but his feuds with Punk and HHH made him look like "just another guy"
I recall people like Bryan Alvarez shitting on it but I get why Brock lost… he had to pay his dues and it was Vince’s revenge for him leaving. But like someone said earlier in the thread it didn’t hurt him unlike the Triple H matches which stunk.

I think Cena going over was sort of making Brock pay his dues after leaving previously. Other than Triple-H in their trilogy he didn't lose clean until that dumb Goldberg squash match four years later.
