You're so focused on seats and tarps that you're missing the bigger picture. WWE runs a whole week of events just like with Mania. It starts with Smackdown on the 31st, they've got their Summerslam Takeover fan fest thing running from Friday to Sunday, and they've got both Saturday and Sunday for each night of Summerslam. WWE is going to pull more money in from this week of events than AEW is probably going to see all year

That's why Tony Khan held out for the longest time as well. Whereas in the mid 90s, Vince and others downsized no problem.

So they're going to overpay WWE to host an event at their stadium in hopes of increasing revenue. Summerslam being there means a week of WWE events and other promotions are probably going to host shows there further increasing the revenue. Granted, this show isn't selling like that, but at least they have +30K people across two nights spending money. That's more than they would've saw.
