Roman's goal is to hold the title for leverage so he can get his dream Roman/Rock match at WM. Solo is trying to prevent Rocky from returning by taking the title from Roman and he doesn't care who does it.
Solo has one of the most selfless characters of the modern era. When Solo was in charge of the bloodline he didn't abuse them to get a world title, he looked out for his family and they betrayed him anyway. Even with LA Knight most wrestlers would have that friendship destroyed in pursuit of the title but he's clearly okay with Knight taking the belt as long as it's away from Roman.
Solo's goals are usually about more than just winning titles for himself which makes him a more interesting character than most.

He still cares about the belt but it's not like he'd abuse his family or take advantage of his friends to get it. He puts his family and friends ahead of being champion is what I mean. Clear face background for the character.
