It turned good the first RAW after Wrestlemania in 97 and the quality already started to plummet in late 98.
And while the in-ring was mostly garbage the important matches were generally good exactly like it should be.

In getting meta and doing all the extra insane shit/dramatic shit, it gave new viewers the impression it was trying to be perceived as completely real still rather than the tongue-in-cheek style of wacky cartoon superheroes fighting each other. With the old style, people all eventually knew it was fake, but it didn't feel like it was trying to.. idk, trick you. It was just trying to entertain.
