I think it's basically wrestling's version of the Chuck Norris thing
That Haku really is one of the shoot tougher pro wrestlers that can fight well, but he's so well-liked by all the wrestlers who worked with him that they turned him into an ultra-tough urban legend just for fun/humor and the whole thing caught on to the fans
