Chi Chi indeed would be a good investment and could turn up to be a major player in 1 - 1.5 years. However, Rossy is being very slow with recruiting. He has to balance out wanting homegrown rookies vs. signing outside talents because he doesn't have the WWE PC machine behind him, so these rookies are not going to become anything of note in the short to mid term. We've seen with Utami that some of the current players are not going to stick around forever waiting for the promotion to become a close #2 or #1 joshi fed. But I suppose it's alright too because most don't have Stardom aspirations like that and want WWE...
