I think he's a bad booker but it's kind of clear at this point that ever since the netflix debut TKO has had their hands in everything.
2024 got shaky when Cody had to work Solo for months, all for Roman's return. The new top babyface had to put all the shine on Solo who just wasn't good enough in that role. Netflix debut was brutal but not on him, Rumble was when it really started but it wasn't too bad as Jey was crazy over and moving shitloads of merch, they should push and reward guys who do that. The real problem was Mania. Jey tapping Gunther out, killing Gunther forever and the bad Cena/Cody match with the shit finish was the double punch. The company just couldn't get things back after that.

The Royal Rumble where Uso won was bad but I don't think I ever truly gave up on him until he started releasing all of the people he worked hard to retain/hire back after Vince left. Karrion Kross/Scarletti were some of his talent. They came from his era of NXT. He also just cannot take advantage of momentum for some reason. If a star is actually over he will refuse to push them.
