He was WWF Intercontinental Champion, the champion of all the continents, same as the world. He was AWA (the major league of professional wrestling) World Champion and AWA World Tag Team Champion, as well as WCW World Tag Team Champion. So basically he was a four time champion of the entire world. Politics prevented him from getting a fair shot at the WWF World Championship.
