The only explanation I can think of is that he has a monetary stake, whether via a minority ownership position, being on the payroll, or both. And maybe he was brought in early on. AEW didn't just pop up out of nowhere, after all. A considerable amount of planning goes on before companies are ever even announced to the public.
I remember rumors back in 2018 of a new wrestling company being started, with Chris Jericho and Jim Ross somehow involved, well before AEW was ever announced. It wouldn't surprise me if Khan had others on board as well, including the Elite and, yes, Meltzer. Think about it. It would explain why Jericho went to Japan in the first place - the goal was to get eyes on the Elite and some of the other guys they were planning to hire. Meltzer's job was to sing praises and shine them all up, breaking his system to glaze them extra hard so there'd be a lot of chatter around them going into AEW's initial announcement.
Everything makes sense when looked at in that light. And no, it's not that Tony necessarily came up with all that on his own. But his father his a billionaire and partner, they certainly had smart people advising.

I have a close relative in the business world who started a network that's broadcast nationally. They put in a good year of work laying the groundwork before it was ever publicly announced.
