Morale was at an all-time low in the Stardom locker room just months prior and there probably was quite a bit of talent begging him to do something. So he started drawing up the plans he was probably originally waiting for his official exit to draw up and started feeling out people in the roster to see who would join.And he was counting on a lot more joining, which was why he made his statement that anyone who joined later on would have to start at the bottom. But it was hubris. Okada made short work of the morale problem and Rossy's roster never materialized. He's been working with whomever he could scrap together and not run off.
