You live in a town called Big Satan!
To the north there are Yetis and a tribe of orcs that use polar bears as shock cavalry.
To the south, there is a vast desert where seminomad serpent people grow strange flowers called Snuff with stimulant properties that can be chewed, smoked or even snorted in powder form; beyond this desert there is a savanna with evil lamias that like to enslave everyone to mine gold and jewels, and further south there is a jungle where elves and gnolls battle for supremacy.
To the east there are vast plains where the horse clans fight each other. Beyond them, a country of tiny goblins with large penises, they breed very fast and the female goblins choose mates by dick size, the larger the better.
To the west there is an amazonian society where very tall women enslave meek men in mines and farming jobs while they train with deadly melee weapons, their children if female are always tall amazonians, and if male are short and weak willed members of their race.

Big Satan is a metropolis with over 25,000 people living there. It has a chronic problem with Vampires. It has a thieves guild, an assassins guild, and more professional guilds than most people can count. The Guild Council holds ridiculous wealth and power. There are many other factions.

Yet, it is you who rule the city! When a leader dies, the Noble Council convenes to choose a new leader amongst elligible candidates (male nobles aged between 16 and 70 years old).

And right now, they chose you!

Little do they know that you have a pact with one of the factions, to let them operate more freely, and this pact has led you to power. But it also binds you to them. The faction that have helped you rise to power was...

Much like most of you predecessors, you're the Guild's Council bitchboy. As easily as they put you in power, they can put someone else, so your position is precarious. But it seems like they like you, if that counts for anything.

There is also the issue of securing the loyalty of Big Satan Army.

A group of hardened Battlemages, who been keeping the city in one piece against all kinds of threats, they specialize in Barrier Spells and Arcane Darts that never miss. A large salvo from them is usually enough to bring down pretty much anything. They hide behind their bodyguards when they need to go outside the city, burly men with massive shields, trained to sacrifice their lives if needed to preserve the mages. This has been deterrence enough against monsters and invaders alike - at least the smart ones.

They think you're just another bureaucrat that will soon be replaced while they do the hard work of keeping the city in one piece.

You go parley with the orcs! You take a small escort of a few mages and bodyguards, a half orc translator, and approach the orcs showing them the palms of your hands, as a sign you come in peace.

"Greetings, I am the leader of Big Satan City! I came to inquire you personally why are you trespassing on my lands!"

"I am Grokkar! There has been a theft! A totem from our tribe was stolen and we tracked the thief towards your city!"

"What this totem looks like?"

The translator and the orcs talk for awhile.

The translator then says:

"Uh... it looks like a big carved tree log, adorned with gold and silver!"

"I'm sorry, but by now whoever stole your totem already melted the gold and the silver. There is not much I can do."

The orc gives a big roar. Then starts talking very fast and hitting his own chest.

"The totem housed the spirits of our ancestors! Now your town is cursed and a great famine will fall upon you unless you pay the price in blood! There were three thiefs! We demand the heads of three humans, or three human slaves!"

What do you do?

After you deal with the orcs, you decide to go deal with the Vampires, Thieves and Assassins in your town!

You organize a clandestine meeting in the sewers of the city, where the local underbelly sends some representatives to meet you. They say that if more than three people show up, the deal is off and they will kill you!


You arrive with one mage and one bodyguard.

In there, a very pale female vampire in a dark dress, her red eyes glowing in the half light of the chamber, draw your attention immediately. She seems to be unconcerned. You realize this is her domain. There are also two guys, one from the thieves guild and one from the assassin's guild, their faces covered with a balaclava and a ninja mask, respectively. Everyone there seems to be dressed in black, including you and your guards.

The vampire lady speaks first.

"We would like you to keep your troops outside the Lanterns District! If you can do that, our relation will improve significantly."

The Lanterns District? It is the nightlife district of the city. During the day, many large shops are open. At night, basically it turns into a massive den of prostitution. The guards are constantly called to settle brawls in there. Drugs and smuggling also are rampant.

You have your soldiers execute three thieves and give their heads to the orcs.
The orcs seem satisfied, for now.

They ask your name, and you tell them. "I am Karok, of the City of Big Satan."

They say: "You have honor, Karok! The supreme warchief will hear about this!"

In the negotiation with the underbelly of your city, you demand a piece of the action to turn a blind eye to their activities, to be delivered in gold!

They don't fundamentally disagree, though the thief representative argue a lot about amount and location to be delivered.

He lowballs and offer you 1,000 gold (per turn). You tell them it is ridiculous and ask for 20,000 gold. They claim they don't even steal that much, and keep lowballing. After much haggling, they agree to give you 5,000 gold! They will deliver it to the sewers under your house.

(you now have undeclared money! You can spend your ill gotten gains to Relax+ (increasing the stress reduction to 3 instead of 2), to acquire assets (which give you more money over time), to buy luxury items (which give you a chance of reducing stress by 1 even if you don't relax), and to bribe people (makes appeasing more effective) or whatever else you can think of)

You decide to attend the dinner. You wear a very formal attire and head through Lantern's District alone. Gang members and prostitutes look at you and whisper among themselves.

It is not difficult to find the place, it is the largest manor in a gated street. Gating streets is illegal, but still. The porter at the gate asks what you want, and you tell him the password. He opens the gates for you, and you enter. You see two men holding the leash of a dozen huge dogs, which don't bark at you.

You knock on the door, and the vampire lady from earlier opens it. You get surprised, because you were expecting a servant. Her eyes are not glowing red.

She gives a small shriek of joy upon seeing you, grabs you and pulls you in, saying she's so glad you came. Her skin is... warm? And she doesn't look quite as pallid. She shows you around, her manor has lots of artwork, and she says the place been in her family for generations.

There are dozens of people attending the dinner and she introduces you to them, it's basically everyone who has money in Lantern District, and a few other people from other districts.

You wonder how many of these people are vampires.

You eat a lavish meal and drink some quality wine, there is music and a dance, the vampire lady insists on dancing with you. She's a very good dancer.

You learn she goes by the name of Lady Akali.

When the first few guests start to leave the house, she leads you into her room. She gets rid of her fancy dress and you two have some torrid night of pleasure!

The next morning you wake up in her bed, very dizzy. You almost faint getting up. She's nowhere to be seen. She left a handwritten note for you. You focus your eyes until you can read it. She thanks you for the night and is very sorry she had an urgent appointment. She asks if she can send you letters now and then or if that's a stretch. Her handwriting is very clear with little flourish.

There's ink and parchment nearby. Do you leave her an answer, or do you simply leave?

You leave a short letter to the vampire:

You decide to give 25k gold in tax rebates to the merchants. You argue that the tax wasn't aimed at them and that this is the best you can do.

They are very angry at you, but their representative says:

"Well, you better do better than that next time."

And that was it. You pushed your luck, and the merchants let it go this time.

You contact the local architects and say you want to build a Diplomatic Quarter, to house embassies.

They say there are three areas they could use for that.

The largest and oldest slum. You wouldn't even need the entire slum, just a good chunk of it. There are many gangs there... but the place is mostly wooden shacks... surely a small arson could serve as a pretext for reconstruction...

> Birdeye Slum.
It is a smaller slum, next to the Crafter's Cradle. People who can't afford to live in the Cradle end up here, if they are lucky. If not, they have to go live in the outskirts of town, in the fast growing Knot Slum. There aren't many gangs here. You could just offer the people here some money and they would leave, no big deal. The architects agree this is a very good place to build, albeit expensive.

The place used to be a graveyard. A good chunk of the bodies were exhumated. When people realized that digging all the corpses out of there was more work than it was worth it, they just had a priest consecrate the whole area. Bodies rot in time, right? That was a very long time ago. You never had undead problems there, so it is probably no big deal. Most people don't even like living there, it is mostly old people who cant afford better places, for them relocation would be a relief. The architects agree that this is the cheapest option.

You lead the nagas throughout the city!

Their leader is a naga called Chrysilla. You learn that she is relatively young (for a naga; she's probably much older than you). She's very talkative and speaks with a slight sybil. She says something about a golden underground palace.
She mentions her deity Sszass, the god of Serpents, quite often. She seems to find everything interesting and new.

Her comitive stays head straight to slave market and buy every slave that was for sale in there, overbidding everyone, about a dozen slaves, then they stay at the most expensive inn in town overnight. They don't eat anything though. Chrysilla explains that nagas don't eat everyday. You notice that overnight their shipment of Snuff disappeared.

There was an incident during the night, you hear. A group of thieves tried to steal their remaining gold, but the naga bodyguards killed one of them and the rest fled. They left the body of the dead thief on display outside the building, as a warning to others.

Then they depart without much fuss, telling you to invest more in the safety of your guests, and promising to return to buy more slaves!

You arrange another meeting with Akali. This time she invites you to the mines.

She's there, wearing work clothes and work boots and with a mining hat. She hands you a mining hat as well.

"Shall we go in?"

The mines are largely ran by slaves. The crack of the whip can occasionally be heard.

"Most slaves in the city, as you probably know, are people who got into too much debt and can't pay it. They are enslaved to the mines and their pay docked until that time when they can be free again. If your debt is such that working on the mines will not pay it in a reasonable amount of time, the custom is to brand you and sell you as a lifelong slave, to cut the losses."

"The higher level mines produce mostly copper. The deeper mines produce lots of other things - tin, silver, even traces of gold here and there. The main gold vein is many miles to the south, far beyond the reach of our tunnels, but small amounts can be found all over the place, if you dig deep enough."

"There's also... monsters... occasionally. In the deep mines. We don't know where they come from. Well, sort of. They probably tunnel in from a large cave complex below our mines. We lose slaves occasionally. The slaves dread the deep tunnels. Problem is most of the better ore is down there. It's such a hassle."

She shows you around the deep tunnels. In some sections, you notice some inscriptions on the walls.

"What is this?", you ask.

"This? Oh, it was already here when we arrived. One day one of our tunnels intersected a different tunnel network. Natural caves, though carved with these strange runes. It saved us years of digging, and we're still find more ore there all the time. We still had to reinforce the entire cave with supports though. But that's where the monsters show up."

"What kind of monsters?"

"Well... mostly blind cave trolls, some kind of strange troglodytes, burrowing worms... we tried to put the troglodytes to work on the mines, but haven't had much successs..."

"Well, I've been telling you all this because my private security is very... lacking. Our consortium is seeking a permit from the city to build... a small tunnel fighting army... to defend against the underground creatures."

"Currently in the city no one is allowed to have a private army, and private security is heavily regulated, they can only use blunt weapons - no spears, no swords, not even bow and arrow. A bunch of thugs with clubs aren't very effective against the threats we're facing down here."

"What do you need?"
