The Militia was very very lucky. It was being allowed to exist by the CPA, along with moderate religious clerics. It had strong Russian backing, but part of it's members were operating under the CPA's Iraqi Civil Defense Corps. At the same time there was talk of a "Democratic Autonomous Administration of Iraq", which would expand the Autonomous "Kurdistan Regional Government" to include more of Northern Iraq and be more multiethnic. DAANI was viewed as a proxy or puppet of Russia, while the CPA was viewed as a puppet of the United States.-->>Time to make a decision1.
