VICTORYAgainst all odds, the New Vegas Directorate under your leadership has defeated the Brotherhood of Steel in the Mojave and returned the desert to your sole authority. While the Western Brotherhood will need to be dealt with eventually, their remnants have headed east and left death and destruction in their wake. The economy is in tatters and the future of the Directorate is in question. But what's not in question is your victory over all. While the people of the Mojave are unsure what tomorrow may bring, they see you as the future. And increasingly, a God.
Thread 1: GenesisThe Courier talks Lanius down, and General Oliver is thrown off the Dam. A ceasefire is negotiated with the NCR and the chaos in Freeside is swiftly put down. In the chaos of the battle, the Brotherhood took over Helios.Boone got talked into staying around, the Courier absolutely dogwalked the NCR ambassador two separate times for a very favorable treaty with the Mojave in return for much of the dam’s power and water. The Crimson Caravan is banned from the Mojave and the beginning of the Follower-Mojave relationship is formed over bath houses. The Courier encounters boomer blight for the first time after asking the Boomers for food, though not understanding the severity at the time.Doing what the NCR couldn’t, the Courier completely eradicated the Fiends as a force in the Mojave, demolishing Vault 3 in the process. A massive deal is made with the Brahmin Baron Heck Gunderson to supply much needed food to Freeside in return for vast freedom over his businesses and for his son to serve as AG Secretary.Senator Armstrong of the NCR is introduced.Thread 2: Ain’t like chowing down on Fancy Lad Snack Cakes…The Courier discovers a large group of raiders operating from the town of Nipton, targeting NCR visitors from the border. The Courier also officially creates his council, the nexus of the Mojave Government. The Courier finally explores Lucky 38, finding wealth and secrets that he quickly uses, most notably the Mojave Rehabilitation Plan. The Courier refuses to let House die and instead rushes him off to Big Mountain to extract his brain from the rotting body, resulting in House in a coma. The Brotherhood makes another move and seizes Black Mountain.Boone runs into a stranded NCR special forces group who agrees to stick around for the time being and they prove instrumental in the dramatic victory over the Nipton raiders after they launched a terror attack on the NCR border crossing.Senator Armstrong climbs the ladder of power and is invited into NCR President Kimball’s Council. The New Vegas Police Department is created to alleviate pressure on the Securitron Force and begin the process of civilian control over the region. A military is officially created with the former Enclave captain as its head, with an infantry core being the focus and the M1 Garand selected as the standard rifle of the armed forces and a production deal made with the gun runners. The beginnings of industry is created as a nascent leather industry grows around the production of leather armor for the armed forces. The Mojave Rose Caravan Company was created with Cass as its president, cutting construction costs and alleviating the issue of transportation. The Courier activates the Emergency Beacon in the Remnants Bunker and is offered a deal to heal Caesar in return for a mighty boon.
Thread 3: Render Unto CaesarThe Courier travels deep into Legion lands to heal Caesar of his tumor, learning much about the empire in the process. In return for healing Edward Sallow, the Courier receives a set of master codes that should override any government facility in the country. In the aftermath of the surgery, Caesar now believes that the Courier is the heir of his empire though much needs to be done for the Mojave walker to earn that position. Before heading back West, the Courier also planted the seeds of a major conspiracy forming against Caesar with the goal of destabilizing and weakening the Legion. The Boomer Blight, which is an altered strain of the Vault 22 and Big Mountain strains, begins to become a much larger issue with it being manmade, particularly hard to treat and multiple strains existing in the wasteland. But it’s not just confined to the Mojave, with rumors of it having infected the lush lands of Zion. While focusing on this apocalyptic issue, the Courier also continues to strengthen the position of the Mojave. He negotiated a massive investment deal with a cabal of NCR businesses and a minor agreement made with the Brotherhood to provide technical support throughout the desert.Yes-Man finishes his upgrades and turns into an even bigger big brother than he was before and a very generous trade agreement is signed with the Legion.A New Reno crime family shows up in Freeside, causing endless headaches for the Courier and his government.Perhaps the most impactful episode happens when the Courier explores Hawthorne Depot, finding a large NCR garrison and roping in the Brotherhood and Legion for a raid. After insertion with Vertibirds, the initial assault goes nearly perfectly but disaster strikes when an explosion kicks up a nerve agent and nuclear material in the middle of a dust storm, killing the entire town, garrison and the raiding force while also nearly killing the Courier in the process. After waking up back in Hidden Valley, the Courier is without the Platinum Chip and the master override codes with no idea on the status of either.Arcade Gannon and his research team sent to Zion have gone silent and the status of the Platinum Chip unknown. The only saving grace is the Courier officially decides on a direction for the Mojave, creating the New Vegas Directorate and giving the nascent government an air of legitimacy.Quintilius Publicis is introduced.
Thread 4: An Evil AwakensThe Courier wastes no time in finding the Platinum Chip, but also comes away with no answers on what exactly happened in Hawthorne. He discovers a treasure trove of pre-war military equipment stored in a locked bunker. The Courier journeys deep into Zion to uncover what happened to his research team and stumbles upon horrors beyond his imagination. He fights his way through the entire valley, pushed nearly to his limit. He finds a handful of survivors and evacuates them, though Joshua Graham stayed behind as a distraction. The survivors of Zion are settled at Cottonwood Cove, now renamed Genesis.Domestically, valuable resources are found throughout the Mojave and construction on the first gold mine is underway. The dual investment finishes up and the region is rapidly industrializing. A series of states are drawn up dividing the Mojave into governorships, and those governors are approved by the Courier. Funding is decided on a “per-head” basis. An intelligence apparatus is created and the Armed Forces is rapidly expanded, with additional manpower given by the Freeside Republic after agreeing to join the NVD.The Courier takes a trip to The Divide to ask Ulysses to join his government and look for a weapon to destroy the Boomer Blight in Zion. Ulysses joins after a few months of consideration, while The Courier finds a nuclear weapon to use.The Courier travels to Big Mountain to talk to House’s brain fresh out of his coma, gleaning some perspective on the Mojave’s situation. He returns again to bring Doctor Henry and Arcade to the scientific wonderland only to find out that House is now missing. Henry and Arcade begin to settle into Big Mountain but have different wishes for its use.The national currency is decided to be casino chips, with the specifics still being worked out. The NCR attempts to shut down all traffic and trade, but is quickly overruled by NCR business interests. The Courier visits Creech AFB with Bear Team One and a platoon of troopers but encounters nothing but misery. He finds out that the Boomer Blight has begun to spread from Zion. The Courier makes his way to Fortification Hill, discovering that it needs repairs and needs raw material, but can repair and build new Securitrons. The water shortage was also investigated but no cause was found. The Salvatore Crime Family was quarantined and raided in a joint operation that rounded up every member. In talking to their leader, Courier realized Cyrus Long is Enclave-affiliated and agreed to accept his people in the NVD.
Thread 5: RebirthZion is destroyed by the Courier’s hand, hopefully ending the Plague once and for all though exacting a high cost. The discussion over crime careens off the cliff and is put on hold while Courier Six goes on a mission to kill Vulpes, the Wolf of the Wastes.Kimball narrowly loses his re-election to Allgood Murphy and begins to plot his revenge and The Courier spends some much-deserved R&R with his companions. A meeting with the representative of the Enclave Immigrants goes…well and they begin to settle at Novac, Goodsprings and Genesis. Courier Six really explores Big Mountain and begins putting down the building blocks to reclaim it for the Directorate with the help of a newly-rebooted Dr. Möbius. The Courier finished up his tour of the Mojave (narrowly avoiding being crushed by a boulder) while visiting Jacobstown, Genesis, Boulder City, Novac, Freeside and Westside. The Courier is now in New Vegas, celebrating his well-deserved independence.Thread 6: IcarusThe independence celebrations finish up and the Courier leads an expedition north to destroy the plague. Actual housing projects break ground and research into the X-17 Meteorological Station begins to bring rain to the desert at last. The Courier finally decides on a system of laws and the outline of a judicial system for the NVD and the New Vegas Boxing League is created. But the good times don’t keep rolling. Boone reveals that he knows about the Enclave and Legion dealings, given you an ultimatum to come clean. You tell your followers and many of your Secretaries, to varying reactions. Julie and Boone storm out, but are caught by Ulysses and unceremoniously executed in secret.Cass reveals that she’s pregnant with your child and will soon be resigning as Secretary of State while Veronica is made a new Secretary. Just as you’re processing the losses of those close to you, negotiations fail and the Brotherhood of Steel launch a surprise attack on the NVD, nearly killing you and Veronica with some new, terrible weapon.
Thread 7: Blood and Gold War breaks out with the Brotherhood, with them seizing central Mojave and effectively cutting the country in half. They sabotage hoover and attempt a failed decapitation strike on both the NVD headquarters and New Vegas itself. The NCR cuts off all travel and trade, effectively strangling the nascent state.Brutal and slow fighting breaks out across all fronts as the NVD attempts to dislodge the BOS. They prove to be a difficult foe and are only pushed back through blood alone. Black Mountain is taken early in the war through direct action of the Courier and his small force of PA troopers. It is discovered that the BOS have begun kidnapping citizens from occupied towns while attempting to boobytrap others. Mercenaries are invited from across the wastes to fight and the Courier chooses to hire Granite Company, The Band of Brothers, Smashmouths and the Good Doctors. A massive airship appears in the north and attempts to take Nellis as a future launching point but is beat back with their remaining SAMs. It crash-lands north of New Vegas. Courier Six travels deep into Legion lands to discuss assistance from Caesar. He gives a 700,000 cap loan, expecting repayment a year after fighting ceases with the BOS. The NVD Armed Forces continue to push back the Brotherhood slowly and on the eve of the end, Operation: Killjoy sees an assault across all fronts that liberates much of the Mojave and strikes directly at the airship. During the assault, Courier Six finds himself separated from Granite Company and boards the airship alone. While onboard of the Benediction, Courier Six makes it to the bridge and realizes this airship is not only attempting to leave the country, but that terrible deathray is heading directly to New Vegas. The Director kills Warmaster Maxson and his bridge crew, sabotages the airship and literally takes a leap of faith. Six stops the BOS infiltration squad from destroying New Vegas but swathes of inner Freeside lays in ruins. With their leaders dead, the remaining BOS surrender and after a peace deal is hammered out, the remnants depart, leaving Director Six sole master of his domain. ALERTS------------------WARNING: END OF WARThe NVD has won a war many thought they would lose soundly and while experts say it could have been much worse, there is still damage across the country. Primm, Novac and Goodsprings all have seen scars of war. There are hundreds still injured and dying from lingering injuries, trade is still disrupted and many are unsure of what comes next. WARNING: TRADE, TOURISM, BUDGETTrade with the NCR has resumed but at vastly-lower levels and there is still a hesitance to return due to the belief of disorder and chaos. Tourists have also continued to leave New Vegas especially with the disaster that is inner-freeside. The lack of any BOS patrols have also opened the roads back up to brigands and dangerous animals, plunging the central region into a state of chaos. Securitrons have been pulled to temporarily patrol until a permanent decision is made. The military budget has exploded in size and because six-month contracts were signed with your current merc companies, they are now being paid to do nothing. Traditional buyouts are half of the remaining contract in one lump sum. WARNING: NVDAFSecretary Kreger has given his review on the war. You’re left with the decision to expand the regular infantry with veterans from the minutemen, as well as the option of bringing on Granite officially before their contract ends. Additionally, “The Major” from the Band of Brothers has signaled wanting a similar deal. Whatever the decision, many in your government clamor for some celebration and a memorial made for the fallen. WARNING: BOS AIRSHIPThe former BOS airship has crashed in Red Rock and while the Boomers have begun examining and slowly cataloging the wreck, it will be slow-going. You have offered them a relatively “blank-check” for support and soon, they will begin carting it back to Nellis. Be warned, they will assuredly require great support to get her back in the air. WARNING: HELIOS AND HIDDEN VALLEYHelios and Hidden Valley are finally in your hands. The former has damage to the outside infrastructure but holds many secrets inside while the latter is an intact, functional bunker waiting for use. Some have suggested putting the enclave scientists there and have them begin actually working on the issues that plague the country, while others have suggested turning it into the new governmental headquarters of the NVD. WARNING: DEPARTMENT OF RECLAMATIONVeronica has healed up enough to begin work and as your newest secretary, she’s excited to begin work. She believes that if given a small security team, her budget will give her enough freedom to higher prospector teams and begin uncovering secrets of the old world. [The Dept. of Rec. will work semi-passively. You will give her a target and a focus for scavenging and she will continue to work on the area until directed elsewhere or exhaustion of any future loot.]
Here we go. Lots to do, I think our priorities for now are pretty simple, clean up after the war and prepare to get things back on track. Courier Action:>Call a council meeting to help organise post-war recover and how soon we can hold a national celebration of our victoryCourier Diplomacy Action:>Get on the radio announcing the end of hostilities within the Mojave, while denouncing the BOS for their terror attack, before declaring that a Triumph will be held at the soonest possible date (subject to the council meeting, I'd like it next month if possible, to get the tourists back)Military Action>Talk to Granite and the Band of Brothers about staying on permanently in the NVDAF. While we negotiate with their leaders, get the Band of Brothers wishing for a nuclear winter by patrolling the central mojave. We'll also want to organise a national reserve ASAP with the minutemen companies from the war, but I think getting these two on side takes priority.Research Action>Begin moving Enclave scientists and personnel to Helios and Hidden Valley, have them figure out the secrets of the superweapon the brotherhood used. Send the most capable and trustworthy to Arcade and Doc Henry.I almost want to move the NVDHQ there, but I think being closer to New Vegas is more important, and it can act as our equivalent of the Greenbriar or Raven Rock, i.e a fallback continuity of government facility. Besides, if anyone's still worried about the Enclave turning on us (which I doubt, after all they've given during this war), we have Hidden Valley's weakness squirrelled away.Industry>Assess the damage from the war, fix what we can in freeside and begin a rebuilding plan for all the locations that were damagedOther>Spend the caps to get the Sunset Sarsparilla factory working again, printing bottlecaps and adding Sunset Sarsparilla to our list of exports>Task Ulysses with ordering our intelligence agency on their first mission: Entering the NCR and locating the nearest BOS bases to our territory, and trying to get intel on Lost Hills.Should be a good first test of their skills, and not too difficult or dangerous. Technically, we are still at war with Lost Hills, and we have a company strong expeditionary force in Granite that will be doing nothing for 6 months.>Try and get in contact with Lost Hills to handle some kind of official declaration of peace, and transfer of prisoners Also Survivalist, can we get a list of those old Enclave facilities we got from one of the previous threads? I think it would be a good idea to give Veronica the master codes and tell her to go poke around going down the list, give her Squad Warhorse as backup, and whoever she wants in terms of civilian personnel.
Survivalist: Which military companies are idle at the moment ? Oh would you look at that see guys that why i was talking about upkee- OH MY GOD, LOOK AT THAT FUCKING UPKEEP AAAAAAAAAARGH THESE MERCENARIES ARE SO GREEDY AND BLOATED!!!!!!
>>6470757>Courier Action 1>Call a council meeting to help organise post-war recovery and understand when we can hold a national celebration of our victory>Courier Action 2>Go and heal personally the many injured citizens/soldiers at the Julie Farkas Memorial Hospital in New Vegas.>Courier Diplo Action 1>Get on the radio announcing the end of hostilities within the Mojave, while denouncing the BOS for their treachery, terror, death, and unjust war, before declaring that a Triumph and then a Mourning will be held at the soonest possible date after reconstruction from war damages is completed. Our allies, the Boomers, are of course invited.>Courier Diplo Action 2>Talk to Granite and the Major about staying on permanently in the NVDAF. >Military Action>Form the Logistics Arm of the NVDAF, and recruit a Logistics CompanyNVPD reform by Hsu next turn; it's needed. Also, do we want to disband the Smashmouths? We are paying their upkeep at the moment. I want them out of here, peacefully.>Research Action>Begin moving Enclave scientists and personnel to Helios, Hoover Dam, and Hidden Valley; the ones at Helios are to figure out the secrets of the superweapon the Brotherhood used. Send the most capable and trustworthy to Arcade and Doc Henry.>Industry>Assess the damage from the war, fix what we can in Freeside, and begin a rebuilding plan for all the locations that were damagedOther>Novac Copper Mine Construction (11 months left ON HOLD)>Freeside Housing Complex (8 months left, 40,000 caps to pay)These two are greenlit AGAIN RIGHT NOW and not on pause. Start work, give our people hope.>Spend the caps to get the Sunset Sarsaparilla factory working again, printing bottle caps and adding Sunset Sarsaparilla to our list of exports1/2

For being safer for security, know-how, and resupply. They are to take any wrecks of old times, but also wrecks of the recent war, such as the destroyed BoS vertibirds or destroyed Securitrons.>The Department of Transportation is assigned to find a solution for transport between NV and the NVD Government Building. We will provide funding to it after they present us with the options.>The Department of Energy is assigned to check on Helios One and ensure it can be reconnected to the Mojave to provide energy. In addition, they are to begin looking at the available market to understand what turbines can be bought to replace the ones damaged by BoS sabotage. After they present us with the options, we will see what to buy.2/2
Next turn we will create the two new Governorships in Nelson and then in Nipton. And find governors for both. Both of these settlements were put under Tin Can's iron boots; being Governorships and having Governors will help with their recovery.
Considering putting a garrison in the destroyed Goodsprings, Novac, and Primm. Also, a garrison for the Airship until it's fully moved to Nellis. We need the Smashmouths cut out. Too much upkeep going on at the moment.
>>6470896>>6470898Forgot to remind players but we switched over to a 1 Courier action and a 1 courier diplomacy action a turn and in response you get to roll 3 times for each action.
>>6470910>>6470896okayConsider taken out both of the 2 actions (Courier and Diplo)
QM, before I vote, can I ask a couple of questions? We previously voted on a procedural rollout of Enclave that would scale quickly over time - this was to keep the personnel changes from drawing too much suspicion from the NCR/BoS that we'd be replacing and to not overwhelm our security staff. If I recall right, we actually DID find some Enclavers in the mix that were still ideologically opposed to the NVD on our first (failed) roll to get them set up. Am I misremembering that? Also, can you tell me what portion of the Enclave refugees have already been folded into the military as a matter of necessity during the war? If we have already mobilized a ton of them for that purpose, and ALSO the BoS no longer have a presence, it should be easier to allocate the rest to various projects. However, I don't want to just lean all the way in like >>6470896 suggests because of a few reasons, not wanting to re-neg on our previous plan/agreement being one, but also because we just ate shit on a bunch of techno-fascists getting entrenched in our infrastructure and turning on us. If even like a tenth of these guys have ulterior motives, they know how weak we are right now and would be able to make the same kind of play to even greater effect if we aren't careful, and unlike the BoS they were actively trying to overthrow us before we made a deal... So, basically, how many Enclavers have already been shuffled into our operation fully? And did we expand our intelligence apparatus during the war in such a way that we could vet and onboard more of them at a time now, safely?
>>6470918I am open to modifying it further with the program in mind. In fact, I already modified it from the anon who initially made it. It doesn't really sit with me as an action. Honestly, I just put it there as filler.I also assume the program made for the Enclavers' control is still ongoing and has given us results for this action to be done. The Infantry companies of the enclavers, the PA Enclavers (2 squads), and Robert's Infiltrators were all Enclavers units that fought in the war. So basically, all their military units fought alongside our own units during the war.
>>6470918Hey great questions anon. Let’s see if I can answer them. 1. No former enclave have gotten bounced yet, the initial roll was more for the start of the integration. Ulysses will eventually come to you with an updated report but since there are now 10 domestic agents, that’s 10 enclave a month who are being vetted so would you please actually roll a 1d10 to see who’s accepted this month? Those that have been folded officially into the military and “fast-tracked” are the PA troopers, the entire air wing and those two infantry companies. They’re being treated by Kreger the same as any other soldier and has full rights and responsibilities. Only those that are more technical or scientific are being vetted. The intelligence apparatus has been slightly expanded so yes, more vetting is happening.
Rolled 9 (1d10)>>6470933Let's see what we got
>>6470934Good roll. Enclave vetting updated on pastebin and a better description of their roles below it.

1 Year Labor Battalion/Military restructure PlanBriefly, I'd like to address the my confusion in military hierarchy. An army/national defense force, militias, talk of a national guard, my purposed labor battalion. it begs the question, how can these work together and not against each other? How can we synergize them and not divide resources unneededly? Here is my plan-Officer Corp-Army&Labor Battalion -National Guard (Militias)>Officer CorpGraduates of NV Aggracultural&Mechanical, they will lead the Army&Labor Battalion. The best form the army and in the future the labor battalion and elementary schools will be sent to New Vegas Aggracultural&Mechanical. Very small school at first bc no moneys.>Army&Labor BattalionTooth and Tail, an trim and elite army and a dedicated Labor force to keep them armed with the best armor and arms we can. The tail acting as a trained and drilled labor force multiplier for our general population >The labor battalion-"everyones a rifleman"This is the engine that drives my aggracultural and education plans to supplement the RMRP. It should be done as our first military/industrial action (before medals and ceremonies or Ceaser visit). It should help lower DCs during the rebuild phase and address prolonged war fighting capabilities and issues mentioned in the war debrief, mainly our need for sustainable rations, arms and armor in a prolonged war. And as I'm about to mention, military industrial development in any capacity. Many(all?) of our military goals remain out of reach without a dedicated and educated labor force, especially our long term ones. Its on us to organize it, without it we will remain unable to develop our army beyond a poorly armed national defense force supplemented by Robots(a dwindling resource until we do something)The economic ramifications can not be understated. Begin education and teaching trades so that they can go on and start business or sell their labor to other people starting business after they leave they Labor Force, its the boost a lot of those southern towns need. If we educate people they might fix a roller coaster for themselves or something ya'know, people are only products of their material conditions.>National GuardLeast pressing issues honestly. At first I thought this was redundant but now it see it would serve well to better organize local militias and help them participate in regional defense practice or larger war games.(I really wanna practice defense of the dam) Local militias would keep their local names but would now have a name and leadership for the organization that gives them money every month. We still give each town 500 caps right?? Extra guns trickle down here as usual. I imagine they could have Junior guard members who are either kids or old people who have never served with us.

Well simultaneously helping our tooth to tail ratio needed for elite fighting force. Not relying on contracts for supplies and rations, as well as selling any surplus should bring down the current cost of the standing army. And as casino and tariff revenues rise again, this should offset most of the deficit. Leaving us with a like -300k deficit, like I said hopefully transitioning half of our army into supplying and logistics will mitigate most of the cost after we pay out our merc contracts early.TLDR: we test and restructure the whole army, top 1/3 of the fighters stay. Top 1/3 of the smart guys stay. Everyone else goes home and helps lead the local national guards. This helps with our goals of becoming a high-tech army while remaining budget feasible.

>>6470967I think my math is mad so let me clarify my TLDR, I thought we had 3k of our own infantry.I'd like to keep all our fighters(944?right?) and make them as elite as possible. In addition to a labor battalion of around 1k from our minutemen and good doctors and other smarties we can find.>Labor Battalion layout>Officer core-35 men>Medical Wing-200 menGood doctors pls help>Tech&Civil Engineering Wing-300 menDam&airship&securitrons&power armor&lab workers&Led by Dr.Ford??>Aggracultural&Rations Wing-250 menCattle&agricultural plans mentioned >Mining&Munitions Wing-250 menCopper for our debts???
Yeah, I have rethought it. I think we need to cut all merc companies. We can't afford 4 of them. We can leave on good terms and whatnot, but they simply cost too fucking much to be kept for even 1 more month.Upkeep: 569,000/turn (104,000 from government, 140,000 from mercenary contract, 60,000 from Infantry upkeep, 25,000 Vertibird Upkeep, 30,000 PA upkeep, 22,000 Gun Runner Contract, 20,000 NVPD Payroll, 4,000 Leather Shop)The 4 merc companies together surpass every other expense; actually unbearable. Not sure how Kreger thinks we are gonna make money appear with them; if the Granite Company and Band of Brothers are integrated into our army ranks, their giant upkeep costs (which mind you, they are paying on their own now because they are mercs!!!) would fall on our shoulders. I don't want to deal with that. Next year they can return, and we integrate them. Right now we can't afford so much money for mercs; we need money for our state. Also, we aren't making any new PA squad anytime soon. That recruitment/training cost and then upkeep cost is pure nightmare fuel. And we have the equipment already lol. And unfortunately, money and skills don't appear out of thin air. Doesn't matter how many workers we have. They don't materialize what we need from their own hands. This quest demands money and resources first. So full mercs cut. No other option. The airship might need to be put on an extra-slow timer, that shit will cost 500k or more, easy. Fuck that.

>>6470896>>6470898I am not using this plan anymore.
>>6470981Why would you pay that upfront cost and not try to keep Granite or the other merc company? Thats half the reason we even bought them.
>>6470757Courier Action:>Call a council meeting to help organise post-war recover and how soon we can hold a national celebration of our victoryWe do need a fuck huge party for the nation surviving bullshit AND a death beam.Courier Diplo Action 1>Have a meeting with Granite and Band of Brothers to stay permanently in the NVDAF/join us. >>6470995Because we cannot afford it. We can barely afford them has mercs, and we absolutely cannot have them now integrated in our ranks. And no the reason we bought them was for survival. We can integrate them another time. They have been mercenary companies for a long while. We can throw them other contracts in the future, they already like us. They aren't going to dislike us because their contracts end. They are getting paid well and they also got battle loot rights during this war. Now on their transformation from mercs to regular :If the Granite Company and Band of Brothers are integrated we have to pay 600 men and then 100 men, 4 PA and 8 Verties. We have now 600 infantry, 3 PA and 4 Verties. Plus a little more stuff. And it costs us a lot already. Our military cost us 60,000 from Infantry upkeep, 25,000 Vertibird Upkeep, 30,000 PA upkeep + 22,000 Gun Runner Contract, 4,000 Leather Shop (this two are almost below the bare minimum for equip our military) We would need to pay regulary another 60,000. Then 40.000 of PA and 75.000 of 8 Verties. For a total of 175.000 of upkeep. This would be the transformation of Granite Company and Band of Brothers from mercs to NVD soldiers. Right now, we really cannot afford it.Making a few more infantry companies made from volunteers units (that disbanded on their own like the angels they are meaning we don't need to pay all 10 of them anymore) would be cheaper has Kreger pointed out. But honestly ? Only thing we should make is a logistic company. Military might need to wait for any additional expenses. Not even joking. Our economy cannot afford an even bigger military at the moment, it can barely afford our own regulars and the mercs are a giant weight of 140.000k all 4 together. But has mercs.
>>6471003Or we can run with them now and not risk them leaving for later. We need a core proper force instead of constantly getting mulched or sending inferior units to die... Besides we can probally haggle them down with courier being spicy boy.
>>6471003Actually 50k of 8 Verties.Still a lot. And i did take out 75 men infantry from Granite.Eitherway combined all together and with the NVPD cost is something in the realm of 300k + of military upkeep.
FWIW Kreger is really only concerned with Granite Company staying.
>>6471010I mean I am too, But I'd like both if possible.
>>6471003But anon, don't forget that we also lost a lot of our own fighters, and the directorate is still a military dictatorship at the end of the day - we claimed and united the place with the military might that Six personally is able to deploy, and I would argue that the very day his personal military power is diminished beyond a certain threshold, there will be balkanization at best, and invasions from East or West (or both) at worst. Caesar is largely friendly, but he is a disciplinarian, and if he senses weakness he will seize our land and force us into an ultimatum to be his heir (or die) in order to expand his power and strengthen his empire. The NCR doesn't know the full extent of the damage, but their bean counters are probably able to take a guess at how bad our wallet got stepped on by the disruption to tourist revenue. I think you should reconsider, QM said himself that we just cashed in on these loans from Caesar and aren't directly in the hole yet. We should at least onboard Granite and Good Doctors, maybe BoB too, and break them up into various different units and programs we already have for full integration, while setting some aside and some of our own natives to build out the logistics corp that Kreger is recommending.
>>6471007No our economy cannot suffer more than this i am begging you ;((((((((>We need a core proper force instead of constantly getting mulched or sending inferior units to dieOur army is already pretty good for is high costs. Like 600 infantry, 3 PA, 4 Verties, Some Special Forces, 10 Volunteers Units that we can call during war. And Securitrons which thank goodness we don't pay upkeep for. What we need is a better economy, it will die if the military becomes bigger at the moment.>Besides we can probally haggle them down with courier being spicy boy.Their costs has mercs are less than their full cost has regulars. We cannot haggle reality. Those costs will arrive on the back of our nation if we integrate them. We cannot change that. Those costs are what be paid for have them in our army.>>6471010Yeah and they cost a lot on their own has regulars already, ffs this geriatric............
>>6471015THE ECONOMY WILL KEEP TAKEN BEING BEATEN UNTIL IT IMPROVES!I mean, the Verits will most likely end up mothballed and the Volunteers will be standing down.We can off-set alot of that with atleast bringing Granite onboard and we do need the help anyway when it comes ot patroling/ect. I'd rather we take the L now and keep them, + we can always sell off some other shit if push comes to shove... besides we'll rebound here soon.
>>6470979I feel like it's at least worth seeing what it would cost keeping the Good Samaritans and Granite Company seemed like they would be willing to join for next to nothing. I also thing we could get the Band of Brothers to stay if we offer "The Major" a promotion to "The Mayor" offering him a a Governorship position from a selection of towns. I'm thinking Bonnie Springs or Red Rock city maybe even Mojave city?>The Good SamaritansWe should keep them at any costs really. Half of them could go to Farkas Memorial Hospital (we owe her) and The other half could immediately be put to use making our pharmaceutical industry more profitable. > The Granite CompanyThey seem like they're already bought in so we should at least hear them out on what they would want. Perhaps making half of them officers and offering their leader a a government role would be enough.>Band of Brothers They also seemed like they wanted in, but less so. We would probably have to bargain more but it would be worth at least asking the price. I think giving him the mayor position of Bonnie Springs could be really mutually beneficial. >Drug Addicts I really don't wanna betray them, I'm worried about their debaucherous behavior. Maybe they would be used best as a vasel clan as Caesar does, It would probably make him proud. Pay half caps then pay them out long-term with weapons shipments?
>>6471019Hold on now, Lets not go crazy. We don't need or want to keep the drug addicts.Granite and Band had hella good value as did the Samaritans.
I already floated this in a previous thread but consider: There are government facilities in NCR, Legion, and Shi territory that we are not able to access without instigating hostilities or at least a diplomatic incident. We literally just can't have what's in there unless we had the logistics to take it, and even then it would be violent. We can approach these governments and offer them the use of an override to get in and grab the stuff they are sitting on top of, pain free, in return for a 20% cut of what they dredge up, or a payment of equal value. We would lose nothing, gain favor, and get paid without doing any work. This could severely help us in rebuilding after the war and paying off our debt to Caesar.
>>6471020I was more thinking we would send them far away from us, north and feed us information about tribes or stuff maybe instigate something to give us justifications for checking out nearby government facilities.

>>6471014Those fighters can be easily recovered. We already know how to recover our own infantry well. Not an issue. PA soldiers recovery needs more time but thankfully we only have 3 squads that need to reinforce and we have the equipment. Securitrons recovery is the only real problem and that means Courier needs to repair the damaged ones himself.>he directorate is still a military dictatorship at the end of the day - we claimed and united the place with the military might that Six personally is able to deploy, and I would argue that the very day his personal military power is diminished beyond a certain threshold, there will be balkanization at best, and invasions from East or West (or both) at worst.I assure you we are safe now. We won this war, and our losses have been manegeable if you look at units numbers in the pastebin. Our state economy cannot survive the upkeep of transforming this two mercs companies in regulars. It just can't.No i think you need to reconsider. Look at the current total upkeep costs. That money of Caesar wìll vanish if the mercenaries aren't start to be cut. We need to cut them for the security of our economy. I am not joking. I know they are cool units but please cut them, we need the money.Breaking them up doesn't make those costs vanish. They would enter our army their units costs are put fully on our shoulders.>>6471018I haven't seeing things being mothballed before in this quest. Our volunteers disbanded on their own already, for the love of the nation, and we don't need to pay them anymore.>>6471019Granite Company has costs if they become regular. Their wargear and weapons have costs. Same for their vehicles. We need to pay an upkeep for that. They cannot just sit there and not be paid. Their equipment needs to be maintained. They need to eat. They need some money for their own pay. They need fuel. They need repair parts. They need new weapons if some break.>offering a governorship for free?? No ??? What. He is interested in being in our military.>at any costs No. They remain a costly mercenary company, and i haven't heard anything from them about remaining. Only Granite and Band of Brothers.>hear them outBro they want to enter our military. Their upkeep has regular cost a lot!!!!!! They didn't say anything about entering has officers and leaders ??? It doesn't cancel their costs. They are a military company.Again their upkeep costs has regular doesn't vanish. And we gain nothing from giving them dual positions in the military and government. I really don't get why you want to do that. ???? Paying them is betrayal ???? What ? Anon they are mercenaries, we can end a contract , pay the rest and they go away. They aren't going to hate us?? We have been profitable for them
>>6471025>I assure you we are safe now.Winning the war doesn't make us safe lol, we lost a shit-ton of money and infrastructure and ten, twenty percent? Of our core military apparatus - the securitrons. We are, in some ways, in a more precarious place than we were at the very beginning of the quest. More vassals, less force, bigger debt, and damage that needs to be undone. It's fine if you feel we are in the clear but you just flatly stating 'everything's fine' is not an assurance... >That money of Caesar wìll vanish if the mercenaries aren't start to be cut.We just need to raise revenue. Austerity is the wrong medicine for reconstruction after wartime, if anything we need to considering how we can increase our debts and secure them while we rapidly expand and pay things off later.
>>6471025I suppose you could “mothball” some of the units and equipment but there’s no promise what will happen when they’re needed again. Putting the PA in hidden valley and the Vertibirds at Nellis may help with degradation but most of the equipment in the wasteland is already held together with hopes and dreams already.
>>6471025Also man, we only even got access to these awesome troops with an interest in sticking around because of one our very few 90+ rolls, so cutting everyone and hoping they are waiting around later (or that we will have the financial stability later to hire them back, which lets face it, we have no guarantee) feels like another instance of us shooting ourselves in the foot and neglecting an unusual stroke of luck. Anyhow, you clearly feel strongly about this, and I can accept I won't change your mind, so I am gonna drop it. Hopefully other anons understand the points I am making, it seems like a few are already reaching similar conclusions.
>>6471025>???? Paying them is betrayal ???? What ? Anon they are mercenaries, we can end a contract , pay the rest and they go away. They aren't going to hate us?? We have been profitable for themI don't think payment of services is betrayal. I'm saying rather than betray them like other people had suggested we could pay them half the Caps now and offer high quality weapons down the line. So we can save money. Hopefully fostering some sort of positive relationship despite their debaucherous ways.
>>6471029>Hopefully other anons understand the points I am making, it seems like a few are already reaching similar conclusions.Yeah i completely agree, I'm down to keep everybody except the smash mouths. I think my thousand man labor brigade idea will drastically bring down the cost of having our standing military (It would also be a great boon for helping us rebuild)
>>6471027At the moment we are safe. Thats what i mean. The situation is not that impossible with our own military. We have many avenues to grow it. But we need our economy strong and i don't want this weight of mercs on us.>We just need to raise revenue. The mercs at the moment have their own contract cost. With them transformed has regulars we pay their full weight of costs. We cannot escape from that, they are going to cost us. And it goes up to 300k alongside our own units costs.>>6471029I can't do much about that sensation of yours. Sorry i guess, but i don't want to pay for this costs.I think i have made fair points. But if you don't agree with me and think they aren't fair, i can't do much about it. Spend all the money you want i guess. You have already a clear majority so you get your win if you make your own post probably. I cannot win here anyway it seems. Whatever i guess.>>6471030I haven't suggest to betray them just to disband them.
>>6471028yeah its more or less what i imagined. I don't think those are going to be mothballed. So i'll just put some votes here and there in next turns. Seems anons want to spend. If you can in cricital junctures have the departments heads say something. They can probably convince anons in terms of spending more than me.Hah and the cost of the airship isnt even in front of us yet ;/ .....
>>6471033>I haven't suggest to betray them just to disband them.I didn't say you wanted to betray them, I didnt think you did. This seems to be the one thing we agree on, I don't know why you're focusing in on this specific part rather than addressing my whole plan. What do you think of the Idea to create a thousand man labor battalion? Do you think it will help bring down the cost of a standing army and rebuild post-war? Can we address and try to figure out the exact price difference between paying mercenaries and integrating them into our own armies? Can we brainstorm new ways to make money? What do you think about introducing the Brahmin and agricultural overhaul to bring down the price of having a standing army. Do you think those labor Battalion could help with this? Do you think a thousand man labor Battalion would be sufficient for a logistics core? Do you think we could also implement the signal core at the same time?
>>6471036>Seems anons want to spend.Yeah man, look at basically any other major natural disaster or post-war reconstruction and tease out what happens when people try to stabilize with austerity and spending cuts versus those that increase spending and revenue simultaneously, usually with public works, taking on debts, tax hikes, and/or a combination of those things....
>>6471036The airship is something I don't even want to really touch until WAY down the road. Its good but without the Veritbirds to fully staff it and the PA/ect to have it move.. whats the point? All it really does it let the NCR fearmonger more about us.
>>6471039>I don't know why you're focusing in on this specific part rather than addressing my whole plan.its the thing that i looked first. For the rest i don't want the Smashmouths here. Or has vassals. And i dont want to offer them high quality weapons. I want to disband them normally.>What do you think of the Idea to create a thousand man labor battalion? Giving them tools will cost us. And i am not sure what you want them to do. Skills need to be learned too. And tools need replacement so they might cost us some manner of low upkeep. I am not against it. Just it can vary a lot what they could do. Build something. Clear up ruins.>Do you think it will help bring down the cost of a standing army and rebuild post-war? It could help us rebuild. Costs of the upkeep less sure man. Army units demand from us wargear. This wargear is usually made in certain types of structures. And idk if this labour battalion can learn to also be artisans. We will see. Shoot away the plan unless you already did.>Can we address and try to figure out the exact price difference between paying mercenaries and integrating them into our own armies? I have tried here by making a comparison of what we have and what the mercs companies are. I am not good at math. I think its close enough. But again i am not good at math.>>6471003>>6471008We can assume the merc companies cover their own costs in full by having a combination of reserves of money, getting battle loot to sell and getting paid for their contracts.>Can we brainstorm new ways to make money?I made an honest contribution of ways in the past for them and across the quest. At the moment i haven't more of them in my mind.>What do you think about introducing the Brahmin and agricultural overhaul to bring down the price of having a standing army. I need to reread that. Is it connected to the leather armor shops ? If it is, it could cut costs by producing more. Beyond that our nation is half feed by Heck Gunderson, so anything done with Brahmins can help. Ask Survivalist if you can question Ted perhaps. The one in charge of our Agriculture Department.>Do you think those labor Battalion could help with this? Do you think a thousand man labor Battalion would be sufficient for a logistics core? With the Brahmin and agricultural overhaul ? Possibly if they have people teaching them. Logistics need also people for math and administration, it does help having people carry around what soldiers need of course too.>Do you think we could also implement the signal core at the same time?I would tell you i need to see the cost of it. I have a vague idea of Logistic cost.>>6471044Why you want to me to not be concerned for that future cost especially with our bad luck man T-T...........I only want more money so we can use it for our economy and state first before military. I meant no offense from what i said. Go and make your plan bud, you won.>>6471045Well its getting done now. So we need to deal with it.
>>6471039>Can we brainstorm new ways to make money?See>>6471021Also we can and should finish the weather machine (surely we are getting close with multiple rolls now) and nationalize our water supply. We can also sell rain - or droughts, if someone is feeling vindictive enough to turn us on a rival - to other nations. We have a big ass clay deposit and tribals nearby that would be glad to start baking bricks. I like the idea for a labor battalion. I think we need to build rail infrastructure both for safe, fast travel across the Mojave both for our citizens and tourists (another great source of revenue), but also because we could make money on the logistics. Traders that would otherwise have to caravan across the Mojave North, South, East, or West can get to our border, pay to pile into a train car, and get deposited safely on the other side with all their goods. This is another great reason to make airship reconstruction a public work, imo, and I am willing to take on big debts to make the investment. If we get tons of citizens hired to work on it, they will learn industrial skills and get paid government money they can then spend at the casinos or to invest in their own businesses and prosperity, stimulating the economy and lowering crime. Those skills can be taken to the private sector producing the raw materials we need, like steel. One working airship would be a nice get for our military, but we could reverse engineer smaller ones for transportation and logistics. The sky is safer than anywhere on land. No raiders, basically no mutant monsters. We could nationalize air travel, make it discounted for citizens and charge taxes on it for foreigners that use it as a service. Have a transport wing that contracts with foreign powers or merchants to move their stuff safely and quickly through the sky instead of rolling it across the wasteland looking over their shoulders. We can turn Helios into the fueling station and central depot since it's located kind of in the middle, make the old airport a secondary hub where people can take the tram to the strip from there...
Basically we should go into debt to pay tons of our own citizens to do labor building critical infrastructure and public transit, so they gain industrial skills and financial stability that will strengthen the economy, and then once the projects are done we use them to pay off the debt because they will generate shit tons of revenue.
>>6471054>nationalize our water supply.I assumed we had done this because we sell to the NCR. But maybe we haven't? It should definitely be illegal for anyone else to sell water besides us. Or at least foreign companies are completely banned. Same with any drilled or mined resource honestly.
>>6471057Maybe we have, but once we can print water it'll be a source of abundance rather than a finite (and ultimately kind of minimal) resource we have to budget.
>>6471060I had actually turned on the weather machine and begun to hate it, but you reeled me back in. I'll support it next month after the rebuild.
>>6471057Water falls under those natural resources that can’t be accessed by any foreign governments, but there are too many loopholes to count and there are numerous small-scale operations that either sell water to consumers or use it for industrial and agricultural purposes.
>>6471064Do we charge Hank or any of the private ranchers for water? Do we charge the families or the gun runner?
>>6471060The weather machine can redirect weather from other places to here but rain-producing weather systems are sparse across this entire corner of the continent. I doubt we'll ever be flush with sky water, even if the weather machine can substantially increase rainfall (at the expense of everywhere else, of course).
>>6471067No and no. They’re all classified as domestic industries and the gun runners don’t use enough water to justify any enforcement. But there is suspected fraud going on, the question is if it’s worth going after
Letting go of the mercs is out of the question. We already have issues with the central mojave, and that's also ignoring the ~100 securitrons we lost during the war. It's expensive, but we do need them, and groups like Granite don't grow on trees. Our budget is already bouncing back, we just need to attract NCR citizens back to the mojave to increase our casino tribute, and pursue some other moneymaking schemes. Survivalist talked about using courier actions to go looting during last thread, and now Veronica has her department we can sell whatever she stumbles across. Also I forgot to add it to the turn but we should try cannibalising some of the damaged PA, and use that to ease costs of construction. >>6471064Sounds like a big project to pursue. What would that fall under, a courier action or industry?
Also, I don't know if anons are up to it but we can falseflag Hawthorne with the smashmouths, have them take the town then move in with our regular forces and exterminate them while annexing the town for security purposes. No more smashmouths to pay and we get Hawthorne's loot. We'd take a diplo hit from the NCR but probably less than if we outright declared it ours.>>6471024Oh, and I also vote to send Veronica to Groom Lake with Jackpot and Warhorse, it's one of the closer locations to Vegas.

Long-term we should pursue a lot of this, but in the meantime we should focus completely on rebuilding and balancing the budget.
>>6471102I think implementing these plans early could really help ease the rebuild, I was thinking utilizing our military as a labor vanguard could help us short-term and long-term economically. But I'm willing to change the military action, what would you recommend?
>>6471086 Industry would be a better use to hunt that down. Bonus points as always if you guys have any suggestions on how to fix it. Honestly it could be a directive to a department or departments. If Hsu ever gets his internal security department that could be a good use as well lol
>>6471109Honestly I don't think there's much we can do with the military right now. Too much costs. Logistics, definitely, and some memorial too and a burial place for all the soldiers we've lost, but anything big and grand I think has to wait until we see how much keeping the mercs is going to cost. There's also that Hawthorne falseflag/annexation plan I detailed here >>6471089 but I would fully understand if anons don't want to do that. >>6471110Right. I think that should be our industry plan next turn, and Hsu's ISD needs work as well. We probably should work on that, just too many fires to put out right now lol.
>>6471121>memorial too and a burial place>>6471121>some memorial too and a burial place for all the soldiersI was thinking these would be things covered in my courier action.>Hawthorne falseflag/annexation planI'm down for this next turn, but I really think restructuring the military It's the most pressing issue.Still open to change the Military action Or revising the restructuring. Also willing to change to incorporate ideas from other plans
Merc companies exist to make money, so upkeep+overhead and profit. Integration removes the profit motive and the overhead would be spread over a larger unit base. Ought to be cheaper to keep them on a permanent basis, especially if we throw in a landhold or similar incentives. I'm very much against throwing away one of our few tactical advantages, especially with securitron forces having taken a beating and how well Granite Co synergizes with our Enclave guys and the Director's personal preference for PA combat. The Band of Brothers if integrated give some serious backbone to our NCO corps, and the Docs should earn their keep providing civilian medical services during peacetime. TLDR support the troops.
Okay folks there was a lot of great discussion but a lot of disagreement too. What does this turn look like to everyone? Regarding things like military reformation and the mercenaries, the rolls will somewhat decide the immediate options given but ultimately you are free to do with them what you want, consequences aside Courier Action Call a council meeting to organise post-war recovery, and understand when we can hold a national celebration of our victory and what the memorial should be. Have Secretaries come with plans to rebuild, grow the economy and bring tourism back. Courier Diplomacy Get on the radio announcing the end of hostilities within the Mojave, while denouncing the BOS for their terror attack, before declaring that a Triumph will be held at the soonest possible date (subject to the council meeting, I'd like it next month if possible, to get the tourists back). Will also include attempting to work out ways to not pay the mercenaries or pay them in different ways. I should catch up on everyone's posts soon, but someone potentially mentioned canceling some of our mercenary contracts with a large lump sum? I'm fairly certain someone suggestion if we're not ending our contract with them, that we could use them to train new recruits, or for the Healer mercs- use them to train new doctors?I am 85% sure we wish to retain Granite Company and incorporate them fully into our nation due to their background?
>>6471273>>6471276Similar question, could aspects of my farm and cattle plans be implemented with the farmers rebuild this turn? Or would that require a designated industrial action next turn?
>>6471265Can we get our intel agents travelling the wastes, identifying nearby BOS bases and tracking down Lost Hills? Unless they're still stuck on vetting Enclave personnel.
>>6471301I suppose since there’s an issue with agriculture anyway that could be directed at Ted. It won’t go into effect unless voted on but it’ll be a reform package that can be initiated either during the meeting or afterwards like the RMRP>>6471354Ehh I’m gonna say that’s gonna need a greater interest to get going. The focus has been entirely domestically, especially getting those enclave set up so pivoting would impede on that and would need more player support
>>6471265Didn't we ALREADY get on the Radio announcing the ends of hostilities and denouncing the BoS? I feel like thats a huge fucking waste of it when we could use the Diplomacy for negition with Grante company and Band of brothers or healing hands.

For the first time in months, you’re been able to find some time to breathe. Yes there's still so much to do and yes portions of Freeside are in tatters but the people are quiet and there are no wolves at the door. You sit in the Penthouse, absentmindedly rolling the Platinum Chip through your finders. So much to do…You stow the chip away and jump up out of the plush loveseat. You refuse to let yourself get lost in the dredge of governance. You’re the Director, Courier Six, the master of the Mojave. You stomp down the hall and tell Jane to gather the council with instructions that they bring ideas and plans to rebuild and overhaul. With that done, you get an itch to go figure out what you can do about that rain machine. Dr. Harold Clay has had a hell of a month. It started when he was brought into a windowless room in some nondescript office building on the outskirts of the fabulous and unbelievable city of “New” Vegas. The next two days consisted of constant questioning over his character, beliefs, relationships and too many hypotheticals to count. Exhausted and borderline delusional, the interrogate slid a document over the table with paperwork giving him permission to travel and a new work assignment. Harold was given a room to recuperate in and quickly passed out, but his sleep didn’t last long. A polite knocking at his motel room revealed none other than the Director, Courier Six. Still in a haze, Harold was brought to five of his other colleagues that were also “vetted” and allowed citizenship. The Director explained that they were being chosen for a special project, a very important project and began escorting two members of the group at a time outside. A creeping suspicion began to grow in his stomach, that perhaps Harold had not passed the vetting after all and this was some elaborate showing before he would be buried in a shallow grave. Soon, it was his and Jenny’s turn - Jenny Polk being an aerospace engineer and equally worried about her fate. But a grave did not await them, it was something that was closer to heaven. The teleportation made Harold throw up his breakfast over the edge of The Sink but once he raised his head to his surroundings, he was overcome with something he believed to be a religious epiphany. The Director explained to the six of the enclave scientists what this place was, and what he wanted it to become.
Clay had no idea if the original enclave knew of this place, but whether they did or did not doesn’t matter because it now belonged to his new country. The Director briefly explained the different facilities within the Big Empty, but it was the X-17 Meteorological Station. The middle-aged scientist couldn’t believe his ears. Growing up, Harold showed an aptitude towards the STEM field so he was chosen to be fast-tracked through schooling. In his tutoring, as is tradition, he was free to choose a hard technical education as his primary assignment but his secondary school of study was his choice to pursue. Foolishly, Harold chose meteorology. Not because there was a need for it in the family nor did it provide any sort of academic fulfillment the way theology or philology had to others. No, Harold had a dream he had never shared with anyone else, a dream to play God and bring water to the desert. It was a fantasy he never thought he’d sniff but now, he’s standing in the very workshop that will bring that to reality. Walking into X-17 is when Clay suffered the other two bewildering encounters. The first was meeting Doctor Henry and Arcade Gannon, two men who were former enclave as well. Like his grandparents, they were refugees from Navarro. Before Henry or anyone in his group could ask questions, a gaggle of floating brains introduced themselves as the senior scientists and administrators of Big Mountain. Clay doesn’t remember The Director departing, or Arcade showing the new scientists their quarters. No, those first few days working in the Big Empty was a flood of emotion and the meteorologist operated on autopilot. When this fog dissipated, he became a man possessed. None of the previous personnel had any sort of background in meteorology and while they were learning, it could have taken years. The team, nominally under the control of Doctor Henry and a loud brain by the name of Klein, provided the technical expertise and sourced needed material, but it was Harold who provided the direction. By the end of the month, this team now infused with new talent and fresh eyes, conducted their first live-test. In the chamber at the center of the facility, Doctor Henry flipped the switch. Within minutes, clouds began to form high in the chamber. Rain follows shortly after. As the precipitation begins to run down down the glass of the observation room, a tear runs down Clay’s cheek. Doctor Henry reports the news, but also stresses caution. The facility is finally working by design, and they’ll need to run more and more tests to begin ramping up the precipitation. Additionally, they will need to begin collecting data on weather patterns in the region and finally, launch a satellite that will actually be able to control the weather and monitor shifting atmospheric conditions. But still, the first big hurdle has been crossed sooner than anyone could have thought. And that’s a cause for celebration.
>>6472115>launch a satelliteDing dong Repconn we gots work to do
>>6472122What DID we do to Jason and his merry band of ghoulonauts? They're evidently still not there given the war, but I don't think we would have killed them.
>>6472122Let's see what we can work with first.>>6472143They aren't there anymore. We didn't kill them.
>>6472146Isn't it canon that a Science 100 courier is able to launch at least one of the rockets successfully into orbit?
>>6472147He could do that. But I am not sure if the BoS did anything to the place while they had it occupied. And components that are essential if they aren't present... well, even Six would have trouble doing something without them.
>>6472147I don't even think it was 100 for science to do that?
>>6472143Sent them on their way in the rockets. All were launched successfully, though you have no idea where they ended up.
>>6472115Now would be a good time to finally start investing in the Hot Air balloons in Good spring! Ask them how they feel about a letting us buy in for a massive funding boost and facility upgrade? Hot air balloons seem like the clear next step if we want to pursue meteorology. Also many, many other applications.>Airship Rebuild >Weather machine and meteorology > Our couriers > Our caravan(light stuff)> Our signal corp>Planing cities, roads and rails> Civil engineering in general >Huge banner over New Vegas for celebration? 6-7 balloons? Maybe have them in 2 rows over the parade route? I feel like I'm missing another obvious application for hot air balloons.
>>6472180Cool. Oh yeah, Chris Haversam is our DoE head. That's a good place for him.Speaking of the DoE, one potential solution to our education woes would be to run tertiary/specialist education institutions and labs and get people from the NCR and Legion over here for their education. I'm sure with our Enclave base we could maintain a higher standard of education than they can in either nation, the Research results proves that they have a very effective education pipeline. We use profits from that to invest in our own citizens education, and provide a bunch of incentives for anyone who studies here to stick around and stay, cheaper housing, job opportunities, etc. would need a lot of money to start off with, but if we can get a flourishing tertiary education industry going we can use that to fund our general education.
Veronica was a no-brainer to head a department whose purpose is to scavenge the wastes. You actually wonder why it took this long to get something created, but the truth is that the Mojave is pretty picked clean. There are a few locations that are or had been too dangerous, but you eventually cleared them and locked them up tight. What hadn’t been picked over much was Hidden Valley and Helios, as they had been under control of one power or another for years. So to give her a little experience in her role, you figure it’s a good test for her to pick over locations she’s been to hundreds of times. Using her connections, she managed to bring on a pretty good team of prospectors and scavengers and with Jackpot Squad for protection, Veronica is free to direct the scavenging to her heart's content. The journey into Helios and Hidden Valley didn’t reveal anything particularly impressive. It wasn’t sabotaged and wasn’t damaged, but it’s an old bunker with numerous systems old and failing. Still, it’s operational and ready for move-in. There is a healthy supply of food, medicine and ammunition that the Brotherhood didn’t take with them. But the records down in the archives had been scrubbed, presumably by the leadership before they evacuated. Helios was a different case. The Brotherhood hadn’t planned on leaving when they did and their job of shutting down the facility was shoddy. Much of the outer infrastructure - including the solar panels - are smashed but the tower and the blocky main building are just fine. There’s not much military loot to be had but the BOS seemed to have made substantial upgrades in the systems and the power routine from the facility, with minor adjustments, should be able to send it anywhere and at greater levels than before. Once the solar panels are repaired and replaced of course. The security of the tower was reactivated but Veronica was able to put it on standby, allowing access to the deep, dark secrets of Helios. She hasn’t ventured too far up, eager to let you do that some other time. Ultimately, there wasn’t a lot to spare scrap at either site but Veronica did identify some tertiary components and other unimportant tech that could be sold for a pretty cap. +25,000 CapsWith these low hanging fruits having been handled, Veronica will begin working on the abandoned vaults unless directed otherwise. That being said, Veronica did give an estimate on the value of scrapping each of the facilities. Hidden Valley: 500,000 Caps Helios One: 250,000 Caps
>>6472344Are any of the abandoned Vaults worth the effort of refurbishing for the sake of repopulating then, or creating settlements around them due to their mostly pre-existing internal infrustructure?>generators>water pump and filtration systems>sleeping quarters>labs>pre-war civilian good and other preserved consumabled>booksWait. Silly question. Most are too fucked. Damn.
>>6472344> Much of the outer infrastructure - including the solar panels - are smashed but the tower Did the BoS do this cause thats a violation of them being allowed to leave without getting gunned the fuck down right?
With research finally having a breakthrough after months of smashing your head against a rock, the economy also needs the same touch. It’s not that you haven’t put in time and money, it’s just that starting a high-tech manufacturing base out of nothing isn’t exactly like chowing down on a fancy-lad snack cake. Still, you’re actively partaking in projects that will help short-term and long-term. The three you’ve taken priority over is to resume construction of the copper mine in Novac, the new apartment in Freeside and the Sunset Sasparilla plant. While busy with other tasks you’ve given, Secretary Lewis heads down to Novac and directs the resumption of the copper mine. The war didn’t target the mine directly but it was still under BOS control and they certainly took time to pick through anything of value. A few pieces of equipment had to be requisitioned again but the workers had nowhere else to go and cheered the reopening of the worksite. The original timeline will be resumed and completed in a little under a year. When done, it’ll be a massive operation that should fulfill both commercial and industrial needs of not only the Mojave but the NCR and Legion also. -10,000 CapsThe Freeside Apartment Complex prototype was a different story. There was no real interruption in its construction but part of the bill was still outstanding. While you have lingering money issues, you decide to pay off the other 40,000 caps to ensure the project doesn’t have any hang ups. The remaining bottleneck, and a big one at that, is the lack of concrete available. Sloan only produces 8 tons of it a month, a small quantity for the projects needed now and what will be needed in the future. Increasing Sloan’s production will slightly accelerate this project and decrease time and cost on future projects. Secretary Lewis will highlight this in his reconstruction plans. -40,000 caps And unlike the previous two projects, the Sunset Sarsaparilla Bottling Plant needs to be started from scratch. You’ve given the go-ahead to begin activating the facility and placing the groundwork to not only produce the bottlecaps, but also to produce the bottled soda. A few staff members in the Department of Commerce have suggested a new name, Courier Six’s Sarsaparilla, but for now it will be considered Sunset Sarsaparilla. The steel issue will need to be addressed but production is a long time away. The first 50,000 caps has been disbursed to find the parts to get the bottling machinery working. Once that is completed, another 75,000 caps will be spent to get the robotics and other minor parts and initial supply for the beverage sourced. The steel is still the largest issue in the entire supply chain and for the cost of importing the steel to the NVD, the plant may break even at best. -50,000 Caps (14 months until operation, estimated.)
>>6472406More or less what I expected with Sansa. Thankfully we can do other ideas for make money without steel being a giant requirement, next turn.
>>6472406Question, We're gonna break even if we import the steel for... the caps? Wouldn't you be able to triple the export or does that mean just from the repairs to the factory in steel?
>>6472419Breaking even if you’re JUST manufacturing bottle caps is probably a little unfair but you wouldn’t be making money hand over fist, almost entirely due to the cost of steel. It’s incredibly valuable to both the Legion and NCR and it’s very heavy to transport meaning that getting it all the way to the NVD makes it worth its weight in gold (or caps)>>6472394Nah this was from the battle, mostly the bombing mission from the boomers and the subsequent assault by the raiders >>6472368Worth looking at but probably not. Every fault you’ve visited has been a run-down dump. Still, there’s plenty of good salvage to be had and if you chose the best of the bunch to rehabilitate, it would be possible.
>>6472422That much for a couple of grams of metal apiece? Just use scrap metal, it doesn't need to be currency-grade. Or even really anything-grade, no FDA here. Where we making the glass anyway?
>>6472368>Vault 3Pretty sure we blew it up thread 1. Not much would be left>Vault 11Now this one has potential. Battle damage from the civil war, but they didn't outright wreck it like Vault 34, and the main reason we never used it was its proximity to the Brotherhood.>Vault 19We blew it up but I believe there's plans for it to be turned into a sulphur mine.>Vault 21Theoretically pristine, depending on how much concrete House pumped into it. I doubt he could have pumped that much, we're struggling to get enough to build a basic apartment block, no way he managed to fill the whole thing. >Vault 22lmao>Vault 34Fucked, but there were people holding out despite the radiation. Theoretically liveable if we fix it, probably not worth the effort though.
>>6472368No vaults are worth becoming settlements in the Mojave. Too much maintenance for our state, over very small places - in comparison to what existing settlements outside could do. Not a good use. In addition, the majority of them are damaged and placed randomly. There are other uses for them. First looting them of anything they don't need. Then. Giant warehouses. I have written in the past about using one as a giant frozen storage for food, for example. Stuff like that would work quite well for them.>>6472465Yes, we can make it in a mine to support a future gunpowder-making facility.
>>6472465Could let ghouls or supermutants live in 34, but the question is really would they want to? What would the benefit be to them or us? For the Mojave being spared the worst of the nuclear strikes, the local vaults are really in abominable shape compared to the batting average for D.C. and Boston imo
>>6472471>Could let ghouls or supermutants live in 34, but the question is really would they want to? Probably noJacobstown is already their perfect home.
>>6472422Oof, Wasn't there an idea for ark funernces or other stuff already in the works? And damn the BoS blaming the Boomers! >>6472465Depending on what in it is fucked or repairable any of the vaults can be highly valued/sought after.
>>6472467I think breaking through the concrete of Vault 21 would be worthwhile. Wiki said most of the advanced gear was used to help reconstruct Vegas, but it should be otherwise intact, plenty of space to turn into whatever we need, schooling, medical clinics, housing, etc.Vault 11 or 34 we could also turn into a prison. Would be a perfect use for them.
>>6472484Arc furnaces have come up a couple of times but no plans have been made (Kingman steel mill grumble grumble). It would certainly massively expand our capacity for and crater the cost of scrap processing and casting.
>>6472406I.....I accidentally lost my post. I am in shambles....Okay. Quick and dirty. Sandcrete is like concrete but it uses sand instead of rocks and gravel. Sandcrete is typically molded into hollow cinderblocks meaning you can make a building using less materials because concrete buildings require filling thick molds and rebar supports. Sandcrete is cheaper, but not as tough as concrete buildings, and I wouldnt suggest building any cinderblock structures no greater than three stories high.Would dedicating a courier action to acquiring equipment, tools, robots, and personnel greatly increase our concrete yield? I assume we're already recycling old concrete structures to build new ones? Can we start a lumber buisness to harves the wood on the mountain if we're not already doing that?
>>6472495We've looked into logging on Mt. Charleston before, the report was that it was too small in quantity and unsuitable for construction. The closest major forest probably able to sustain forestry operations is on Signal Peak just across the Utah border, though how viable that plan is now after the nuking of Zion I'm not sure. Right now, our only significant source of wood is imports.
>>6472485>I think breaking through the concrete of Vault 21 would be worthwhile.Would be a lot of work for just half of a vault. It was specifically filled with concrete to the brim, so it would need to be broken in full and cleared up. I have other things in mind instead of Vaults, though.> Plenty of space to turn into whatever we need: schooling, medical clinics, housing, etc. It's not that big for all of that (it's just the other half of the vault). It's also placed poorly for most of what you mention, since is under the Strip and not where we need those activities. This being, Freeside and the other Mojave settlements. Honestly, I would simply use it to expand the current Vault Hotel. It would be immediately profitable and just practical. But I don't really feel like doing it any time soon. Since it's a lot of work. We could keep it in mind for now.>Vault 11 or 34If broken where needed and then remodeled, it could be one. But we have a prison that needs to be used, and it will take a while to do so. Since the reform of the NVPD still needs to be made, and then said prison needs to be prepped again. 34 could be suited to be a military warehouse, given how near it is to our frontier.>>6472495No, not negotiable. The schematic made for the chosen building type is specifically done with the use of concrete. This building resolves the housing issue in Freeside. The Housing Complex's nature makes it practical and able to fit a lot of Freeside's population, and specifically, our departments told us the more we build of these structures, the easier it will be for us to construct them. We will increase our production of concrete instead, improve our transportation, and improve our economy. That will help us far more and make construction work in general more feasible.>Would dedicating a courier action to acquiring equipment, tools, robots, and personnel greatly increase our concrete yield? It would. Specifically tools. And some experienced personnel. Workers or people who want to work already exist. The problem is mainly how much money to use.>I assume we're already recycling old concrete structures to build new ones? Not that much. We can't do everything. I am open to starting an operation in the South Ruins of Vegas to do exactly this.>lumber businessInvest money. Also, no, Jacobstown forest wouldn't help much in construction; it's lumber that can be used, but it's not suitable for construction work. I am not against making a sawmill. Still an economic activity, even if a small one. Are you reading past threads?>>6472500Anything near the Blight should be burned. I might need to make a north patrol next turn...though. Hm.
>>6472406Ehi.Survivalist, how do you feel about me assigning those three mercenaries retroactively to garrison positions and patrols? Right now, they are doing nothing!!Thinking:- Band of Brothers to patrol Southwest Trade Route- Granite Company to guard fallen Airship (until fully brought to Nellis)- Smashmouths to patrol North MojaveI know you will nod with your head in RL and approve of this.... Also, you know, guys might be worth it to get the Good Samaritans instead of the Smashmouths. Those guys ironically love us already. Might be open to working under us easily.
>>6472503>It was specifically filled with concrete to the brimThat I have doubts about. That's a lot of concrete put to waste, unless House used his entire stock over some petty disagreement, which is entirely within his personality. It can't hurt to start some basic exploration, see if it really does go that deep or not. Worst comes to worst we just use it as a source of concrete to dig out.
>>6472503Signal Mountain and the mountains around Cedar City are our only potential options for an in-house source of construction lumber. We can't write it off out of hand without even making any attempt to survey how far the Blight actually spread, of which we have no idea.>>6472495Also RE concrete, the largest possible boon we could give to our quarrying operations would be mechanisation. We have a functioning dump truck and still have the old dragline, but it's so ancient even by Fallout standards that it actually burns liquid fuel(!!!), for which we would need biodiesel or synfuel from coal tar. Alternatively, if it's diesel-electric, we could tear out the engine entirely and wire it into the power grid instead. Either way, being able to dig rock not by hand would send our production stratospheric. 8t/mo is miniscule and unacceptable, if we have to resort to giving them workers better hand tools then it's worth it.
