VICTORY

Against all odds, the New Vegas Directorate under your leadership has defeated the Brotherhood of Steel in the Mojave and returned the desert to your sole authority.

While the Western Brotherhood will need to be dealt with eventually, their remnants have headed east and left death and destruction in their wake. The economy is in tatters and the future of the Directorate is in question.

But what's not in question is your victory over all. While the people of the Mojave are unsure what tomorrow may bring, they see you as the future. And increasingly, a God.

Thread 1: Genesis

The Courier talks Lanius down, and General Oliver is thrown off the Dam. A ceasefire is negotiated with the NCR and the chaos in Freeside is swiftly put down. In the chaos of the battle, the Brotherhood took over Helios.

Boone got talked into staying around, the Courier absolutely dogwalked the NCR ambassador two separate times for a very favorable treaty with the Mojave in return for much of the dam’s power and water.

The Crimson Caravan is banned from the Mojave and the beginning of the Follower-Mojave relationship is formed over bath houses. The Courier encounters boomer blight for the first time after asking the Boomers for food, though not understanding the severity at the time.

Doing what the NCR couldn’t, the Courier completely eradicated the Fiends as a force in the Mojave, demolishing Vault 3 in the process. A massive deal is made with the Brahmin Baron Heck Gunderson to supply much needed food to Freeside in return for vast freedom over his businesses and for his son to serve as AG Secretary.

Senator Armstrong of the NCR is introduced.

Thread 2: Ain’t like chowing down on Fancy Lad Snack Cakes…

The Courier discovers a large group of raiders operating from the town of Nipton, targeting NCR visitors from the border. The Courier also officially creates his council, the nexus of the Mojave Government.

The Courier finally explores Lucky 38, finding wealth and secrets that he quickly uses, most notably the Mojave Rehabilitation Plan.

The Courier refuses to let House die and instead rushes him off to Big Mountain to extract his brain from the rotting body, resulting in House in a coma. The Brotherhood makes another move and seizes Black Mountain.

Boone runs into a stranded NCR special forces group who agrees to stick around for the time being and they prove instrumental in the dramatic victory over the Nipton raiders after they launched a terror attack on the NCR border crossing.

Senator Armstrong climbs the ladder of power and is invited into NCR President Kimball’s Council.

The New Vegas Police Department is created to alleviate pressure on the Securitron Force and begin the process of civilian control over the region. A military is officially created with the former Enclave captain as its head, with an infantry core being the focus and the M1 Garand selected as the standard rifle of the armed forces and a production deal made with the gun runners.

The beginnings of industry is created as a nascent leather industry grows around the production of leather armor for the armed forces. The Mojave Rose Caravan Company was created with Cass as its president, cutting construction costs and alleviating the issue of transportation.

The Courier activates the Emergency Beacon in the Remnants Bunker and is offered a deal to heal Caesar in return for a mighty boon.

Thread 3: Render Unto Caesar

The Courier travels deep into Legion lands to heal Caesar of his tumor, learning much about the empire in the process.

In return for healing Edward Sallow, the Courier receives a set of master codes that should override any government facility in the country. In the aftermath of the surgery, Caesar now believes that the Courier is the heir of his empire though much needs to be done for the Mojave walker to earn that position.

Before heading back West, the Courier also planted the seeds of a major conspiracy forming against Caesar with the goal of destabilizing and weakening the Legion.

The Boomer Blight, which is an altered strain of the Vault 22 and Big Mountain strains, begins to become a much larger issue with it being manmade, particularly hard to treat and multiple strains existing in the wasteland. But it’s not just confined to the Mojave, with rumors of it having infected the lush lands of Zion.

While focusing on this apocalyptic issue, the Courier also continues to strengthen the position of the Mojave. He negotiated a massive investment deal with a cabal of NCR businesses and a minor agreement made with the Brotherhood to provide technical support throughout the desert.

Yes-Man finishes his upgrades and turns into an even bigger big brother than he was before and a very generous trade agreement is signed with the Legion.

A New Reno crime family shows up in Freeside, causing endless headaches for the Courier and his government.

Perhaps the most impactful episode happens when the Courier explores Hawthorne Depot, finding a large NCR garrison and roping in the Brotherhood and Legion for a raid.

After insertion with Vertibirds, the initial assault goes nearly perfectly but disaster strikes when an explosion kicks up a nerve agent and nuclear material in the middle of a dust storm, killing the entire town, garrison and the raiding force while also nearly killing the Courier in the process. After waking up back in Hidden Valley, the Courier is without the Platinum Chip and the master override codes with no idea on the status of either.

Arcade Gannon and his research team sent to Zion have gone silent and the status of the Platinum Chip unknown. The only saving grace is the Courier officially decides on a direction for the Mojave, creating the New Vegas Directorate and giving the nascent government an air of legitimacy.

Thread 4: An Evil Awakens

The Courier wastes no time in finding the Platinum Chip, but also comes away with no answers on what exactly happened in Hawthorne. He discovers a treasure trove of pre-war military equipment stored in a locked bunker.

The Courier journeys deep into Zion to uncover what happened to his research team and stumbles upon horrors beyond his imagination. He fights his way through the entire valley, pushed nearly to his limit. He finds a handful of survivors and evacuates them, though Joshua Graham stayed behind as a distraction. The survivors of Zion are settled at Cottonwood Cove, now renamed Genesis.

Domestically, valuable resources are found throughout the Mojave and construction on the first gold mine is underway. The dual investment finishes up and the region is rapidly industrializing. A series of states are drawn up dividing the Mojave into governorships, and those governors are approved by the Courier. Funding is decided on a “per-head” basis.

An intelligence apparatus is created and the Armed Forces is rapidly expanded, with additional manpower given by the Freeside Republic after agreeing to join the NVD.

The Courier takes a trip to The Divide to ask Ulysses to join his government and look for a weapon to destroy the Boomer Blight in Zion. Ulysses joins after a few months of consideration, while The Courier finds a nuclear weapon to use.

The Courier travels to Big Mountain to talk to House’s brain fresh out of his coma, gleaning some perspective on the Mojave’s situation. He returns again to bring Doctor Henry and Arcade to the scientific wonderland only to find out that House is now missing. Henry and Arcade begin to settle into Big Mountain but have different wishes for its use.

The national currency is decided to be casino chips, with the specifics still being worked out. The NCR attempts to shut down all traffic and trade, but is quickly overruled by NCR business interests.

The Courier visits Creech AFB with Bear Team One and a platoon of troopers but encounters nothing but misery. He finds out that the Boomer Blight has begun to spread from Zion.

The Courier makes his way to Fortification Hill, discovering that it needs repairs and needs raw material, but can repair and build new Securitrons. The water shortage was also investigated but no cause was found.

The Salvatore Crime Family was quarantined and raided in a joint operation that rounded up every member. In talking to their leader, Courier realized Cyrus Long is Enclave-affiliated and agreed to accept his people in the NVD.

Thread 5: Rebirth

Zion is destroyed by the Courier’s hand, hopefully ending the Plague once and for all though exacting a high cost. The discussion over crime careens off the cliff and is put on hold while Courier Six goes on a mission to kill Vulpes, the Wolf of the Wastes.

Kimball narrowly loses his re-election to Allgood Murphy and begins to plot his revenge and The Courier spends some much-deserved R&R with his companions. A meeting with the representative of the Enclave Immigrants goes…well and they begin to settle at Novac, Goodsprings and Genesis. Courier Six really explores Big Mountain and begins putting down the building blocks to reclaim it for the Directorate with the help of a newly-rebooted Dr. Möbius.

The Courier finished up his tour of the Mojave (narrowly avoiding being crushed by a boulder) while visiting Jacobstown, Genesis, Boulder City, Novac, Freeside and Westside. The Courier is now in New Vegas, celebrating his well-deserved independence.

Thread 6: Icarus

The independence celebrations finish up and the Courier leads an expedition north to destroy the plague. Actual housing projects break ground and research into the X-17 Meteorological Station begins to bring rain to the desert at last.

The Courier finally decides on a system of laws and the outline of a judicial system for the NVD and the New Vegas Boxing League is created.

But the good times don’t keep rolling. Boone reveals that he knows about the Enclave and Legion dealings, given you an ultimatum to come clean. You tell your followers and many of your Secretaries, to varying reactions. Julie and Boone storm out, but are caught by Ulysses and unceremoniously executed in secret.

Cass reveals that she’s pregnant with your child and will soon be resigning as Secretary of State while Veronica is made a new Secretary. Just as you’re processing the losses of those close to you, negotiations fail and the Brotherhood of Steel launch a surprise attack on the NVD, nearly killing you and Veronica with some new, terrible weapon.

Thread 7: Blood and Gold

War breaks out with the Brotherhood, with them seizing central Mojave and effectively cutting the country in half. They sabotage hoover and attempt a failed decapitation strike on both the NVD headquarters and New Vegas itself. The NCR cuts off all travel and trade, effectively strangling the nascent state.

Brutal and slow fighting breaks out across all fronts as the NVD attempts to dislodge the BOS. They prove to be a difficult foe and are only pushed back through blood alone.

Black Mountain is taken early in the war through direct action of the Courier and his small force of PA troopers. It is discovered that the BOS have begun kidnapping citizens from occupied towns while attempting to boobytrap others.

Mercenaries are invited from across the wastes to fight and the Courier chooses to hire Granite Company, The Band of Brothers, Smashmouths and the Good Doctors.

A massive airship appears in the north and attempts to take Nellis as a future launching point but is beat back with their remaining SAMs. It crash-lands north of New Vegas.

Courier Six travels deep into Legion lands to discuss assistance from Caesar. He gives a 700,000 cap loan, expecting repayment a year after fighting ceases with the BOS.

The NVD Armed Forces continue to push back the Brotherhood slowly and on the eve of the end, Operation: Killjoy sees an assault across all fronts that liberates much of the Mojave and strikes directly at the airship. During the assault, Courier Six finds himself separated from Granite Company and boards the airship alone.

While onboard of the Benediction, Courier Six makes it to the bridge and realizes this airship is not only attempting to leave the country, but that terrible deathray is heading directly to New Vegas. The Director kills Warmaster Maxson and his bridge crew, sabotages the airship and literally takes a leap of faith.

Six stops the BOS infiltration squad from destroying New Vegas but swathes of inner Freeside lays in ruins. With their leaders dead, the remaining BOS surrender and after a peace deal is hammered out, the remnants depart, leaving Director Six sole master of his domain.

WARNING: END OF WAR
The NVD has won a war many thought they would lose soundly and while experts say it could have been much worse, there is still damage across the country. Primm, Novac and Goodsprings all have seen scars of war. There are hundreds still injured and dying from lingering injuries, trade is still disrupted and many are unsure of what comes next.

WARNING: TRADE, TOURISM, BUDGET
Trade with the NCR has resumed but at vastly-lower levels and there is still a hesitance to return due to the belief of disorder and chaos. Tourists have also continued to leave New Vegas especially with the disaster that is inner-freeside. The lack of any BOS patrols have also opened the roads back up to brigands and dangerous animals, plunging the central region into a state of chaos. Securitrons have been pulled to temporarily patrol until a permanent decision is made. The military budget has exploded in size and because six-month contracts were signed with your current merc companies, they are now being paid to do nothing. Traditional buyouts are half of the remaining contract in one lump sum.

WARNING: NVDAF
Secretary Kreger has given his review on the war. You’re left with the decision to expand the regular infantry with veterans from the minutemen, as well as the option of bringing on Granite officially before their contract ends. Additionally, “The Major” from the Band of Brothers has signaled wanting a similar deal. Whatever the decision, many in your government clamor for some celebration and a memorial made for the fallen.

WARNING: BOS AIRSHIP
The former BOS airship has crashed in Red Rock and while the Boomers have begun examining and slowly cataloging the wreck, it will be slow-going. You have offered them a relatively “blank-check” for support and soon, they will begin carting it back to Nellis. Be warned, they will assuredly require great support to get her back in the air.


WARNING: HELIOS AND HIDDEN VALLEY
Helios and Hidden Valley are finally in your hands. The former has damage to the outside infrastructure but holds many secrets inside while the latter is an intact, functional bunker waiting for use. Some have suggested putting the enclave scientists there and have them begin actually working on the issues that plague the country, while others have suggested turning it into the new governmental headquarters of the NVD.

WARNING: DEPARTMENT OF RECLAMATION
Veronica has healed up enough to begin work and as your newest secretary, she’s excited to begin work. She believes that if given a small security team, her budget will give her enough freedom to higher prospector teams and begin uncovering secrets of the old world.

[The Dept. of Rec. will work semi-passively. You will give her a target and a focus for scavenging and she will continue to work on the area until directed elsewhere or exhaustion of any future loot.]

I almost want to move the NVDHQ there, but I think being closer to New Vegas is more important, and it can act as our equivalent of the Greenbriar or Raven Rock, i.e a fallback continuity of government facility. Besides, if anyone's still worried about the Enclave turning on us (which I doubt, after all they've given during this war), we have Hidden Valley's weakness squirrelled away.

Industry

QM, before I vote, can I ask a couple of questions?

We previously voted on a procedural rollout of Enclave that would scale quickly over time - this was to keep the personnel changes from drawing too much suspicion from the NCR/BoS that we'd be replacing and to not overwhelm our security staff. If I recall right, we actually DID find some Enclavers in the mix that were still ideologically opposed to the NVD on our first (failed) roll to get them set up. Am I misremembering that?

Also, can you tell me what portion of the Enclave refugees have already been folded into the military as a matter of necessity during the war? If we have already mobilized a ton of them for that purpose, and ALSO the BoS no longer have a presence, it should be easier to allocate the rest to various projects. However, I don't want to just lean all the way in like >>6470896 suggests because of a few reasons, not wanting to re-neg on our previous plan/agreement being one, but also because we just ate shit on a bunch of techno-fascists getting entrenched in our infrastructure and turning on us. The Infantry companies of the enclavers, the PA Enclavers (2 squads), and Robert's Infiltrators were all Enclavers units that fought in the war. So basically, all their military units fought alongside our own units during the war.

Ulysses will eventually come to you with an updated report but since there are now 10 domestic agents, that’s 10 enclave a month who are being vetted so would you please actually roll a 1d10 to see who’s accepted this month?

Those that have been folded officially into the military and “fast-tracked” are the PA troopers, the entire air wing and those two infantry companies. They’re being treated by Kreger the same as any other soldier and has full rights and responsibilities. Only those that are more technical or scientific are being vetted.

The intelligence apparatus has been slightly expanded so yes, more vetting is happening.

An army/national defense force, militias, talk of a national guard, my purposed labor battalion. it begs the question, how can these work together and not against each other? How can we synergize them and not divide resources unneededly?

Its on us to organize it, without it we will remain unable to develop our army beyond a poorly armed national defense force supplemented by Robots(a dwindling resource until we do something)


The economic ramifications can not be understated. Begin education and teaching trades so that they can go on and start business or sell their labor to other people starting business after they leave they Labor Force, its the boost a lot of those southern towns need. If we educate people they might fix a roller coaster for themselves or something ya'know, people are only products of their material conditions.

Ideally, I'd like to keep everyone,Keeping and converting over half of our minutes men into supply and logistics should help dramatically cut costs. Well simultaneously helping our tooth to tail ratio needed for elite fighting force.

Not relying on contracts for supplies and rations, as well as selling any surplus should bring down the current cost of the standing army. And as casino and tariff revenues rise again, this should offset most of the deficit.

Leaving us with a like -300k deficit, like I said hopefully transitioning half of our army into supplying and logistics will mitigate most of the cost after we pay out our merc contracts early.

TLDR: we test and restructure the whole army, top 1/3 of the fighters stay. Top 1/3 of the smart guys stay. Everyone else goes home and helps lead the local national guards. This helps with our goals of becoming a high-tech army while remaining budget feasible.

And unfortunately, money and skills don't appear out of thin air. Doesn't matter how many workers we have. They don't materialize what we need from their own hands. This quest demands money and resources first.

We have now 600 infantry, 3 PA and 4 Verties. Plus a little more stuff. And it costs us a lot already.

Our military cost us 60,000 from Infantry upkeep, 25,000 Vertibird Upkeep, 30,000 PA upkeep + 22,000 Gun Runner Contract, 4,000 Leather Shop (this two are almost below the bare minimum for equip our military) We would need to pay regulary another 60,000. Then 40.000 of PA and 75.000 of 8 Verties. For a total of 175.000 of upkeep. This would be the transformation of Granite Company and Band of Brothers from mercs to NVD soldiers. Right now, we really cannot afford it.

Making a few more infantry companies made from volunteers units (that disbanded on their own like the angels they are meaning we don't need to pay all 10 of them anymore) would be cheaper has Kreger pointed out. But honestly ? Only thing we should make is a logistic company. Military might need to wait for any additional expenses. Not even joking. Those fighters can be easily recovered. We already know how to recover our own infantry well. Not an issue. PA soldiers recovery needs more time but thankfully we only have 3 squads that need to reinforce and we have the equipment. Securitrons recovery is the only real problem and that means Courier needs to repair the damaged ones himself.

We won this war, and our losses have been manegeable if you look at units numbers in the pastebin. Our state economy cannot survive the upkeep of transforming this two mercs companies in regulars. It just can't.

No i think you need to reconsider. Look at the current total upkeep costs. That money of Caesar wìll vanish if the mercenaries aren't start to be cut. We need to cut them for the security of our economy. I am not joking. I know they are cool units but please cut them, we need the money.

its the thing that i looked first. For the rest i don't want the Smashmouths here. Or has vassals. And i dont want to offer them high quality weapons. I want to disband them normally.

Giving them tools will cost us. And i am not sure what you want them to do. Skills need to be learned too. And tools need replacement so they might cost us some manner of low upkeep. I am not against it. Just it can vary a lot what they could do. Build something. Clear up ruins.

It could help us rebuild. Costs of the upkeep less sure man. Army units demand from us wargear. This wargear is usually made in certain types of structures. And idk if this labour battalion can learn to also be artisans. We will see. Shoot away the plan unless you already did.

I have tried here by making a comparison of what we have and what the mercs companies are. I am not good at math. I think its close enough. But again i am not good at math.

We can assume the merc companies cover their own costs in full by having a combination of reserves of money, getting battle loot to sell and getting paid for their contracts.

I need to reread that. Is it connected to the leather armor shops ? If it is, it could cut costs by producing more. Beyond that our nation is half feed by Heck Gunderson, so anything done with Brahmins can help. Ask Survivalist if you can question Ted perhaps. The one in charge of our Agriculture Department.

With the Brahmin and agricultural overhaul ? Possibly if they have people teaching them. Logistics need also people for math and administration, it does help having people carry around what soldiers need of course too.

Also we can and should finish the weather machine (surely we are getting close with multiple rolls now) and nationalize our water supply. We can also sell rain - or droughts, if someone is feeling vindictive enough to turn us on a rival - to other nations.
We have a big ass clay deposit and tribals nearby that would be glad to start baking bricks.

I like the idea for a labor battalion.
I think we need to build rail infrastructure both for safe, fast travel across the Mojave both for our citizens and tourists (another great source of revenue), but also because we could make money on the logistics. Traders that would otherwise have to caravan across the Mojave North, South, East, or West can get to our border, pay to pile into a train car, and get deposited safely on the other side with all their goods.
This is another great reason to make airship reconstruction a public work, imo, and I am willing to take on big debts to make the investment.
If we get tons of citizens hired to work on it, they will learn industrial skills and get paid government money they can then spend at the casinos or to invest in their own businesses and prosperity, stimulating the economy and lowering crime. Those skills can be taken to the private sector producing the raw materials we need, like steel. One working airship would be a nice get for our military, but we could reverse engineer smaller ones for transportation and logistics. The sky is safer than anywhere on land. No raiders, basically no mutant monsters. We could nationalize air travel, make it discounted for citizens and charge taxes on it for foreigners that use it as a service. Have a transport wing that contracts with foreign powers or merchants to move their stuff safely and quickly through the sky instead of rolling it across the wasteland looking over their shoulders. We can turn Helios into the fueling station and central depot since it's located kind of in the middle, make the old airport a secondary hub where people can take the tram to the strip from there...

The weather machine can redirect weather from other places to here but rain-producing weather systems are sparse across this entire corner of the continent. Letting go of the mercs is out of the question. We already have issues with the central mojave, and that's also ignoring the ~100 securitrons we lost during the war. It's expensive, but we do need them, and groups like Granite don't grow on trees. Our budget is already bouncing back, we just need to attract NCR citizens back to the mojave to increase our casino tribute, and pursue some other moneymaking schemes. Survivalist talked about using courier actions to go looting during last thread, and now Veronica has her department we can sell whatever she stumbles across. Also I forgot to add it to the turn but we should try cannibalising some of the damaged PA, and use that to ease costs of construction.

I think restructuring the military should wait a month or two, we probably don't have the money for all that except a logistics company, but only if it reduces general costs.

Generally I think this is good, but far too ambitious for us right now. Long-term we should pursue a lot of this, but in the meantime we should focus completely on rebuilding and balancing the budget.

Honestly I don't think there's much we can do with the military right now. Too much costs. Logistics, definitely, and some memorial too and a burial place for all the soldiers we've lost, but anything big and grand I think has to wait until we see how much keeping the mercs is going to cost. There's also that Hawthorne falseflag/annexation plan I detailed here >>6471089 but I would fully understand if anons don't want to do that.
