Basically, women are seen as just having femininity by default, so wearing men's clothes doesn't threaten their identity or social standing. But men are perceived as having to earn masculinity, it's something that he doesn't automatically get and it's something that can be lost. Because of this, men must guard their fragile masculinity much more closely and be very careful to not let it slip because it will cause a loss of social standing among men. Wearing women's clothes is a very very tight rope to walk as a man and can only be done in very specific circumstances.
