Because they assume building megastructures are an indicator of higher intelligence of the local population when it's the opposite. Dumb servile browns can be used as slave labor to complete ambitious projects thought up by the Aryan elite.

The reason North Europe was seemingly less advanced in antiquity was because those societies were purely Aryan and thus there was a lot of competition and men didn't submit easily to other men.
