Yeah he was the only real monster, but the so called monsters werent really evil, they just never questioned the system, nor that hurting people wasn't the only option. From a moral analysis perspective, the movie does a pretty good job explaining the nature of exploitative systems, how they are upheld by ignorance, status quo, norms, laws and that actually evil people are few and far in-between, and doesnt actually do most of the heavy lifting.
