There is a floor 1, but it isn't the ground floor, no one has found the ground floor yet. No one has reached a top yet, nor has anyone reached a bottom. The floors are not uniform in size, some are bigger than others. Many factions on this tower have varying levels of tech, the lowest of which is stone age. Floors below floor 0 tend to be wild and untamed areas, filled with hostile entities. Floors above 0 are typically calmer, and some are seen as wonders. This is not a hard rule though.
