People do feel bad for other people, but hardly for something as abstract as a large loss of human life happening somewhere in the world, we are talking about witnessing/learning something bad that happened to a friend, or a community you belonged to.
So yes, the specific case you are describing is like 99% performative, with only very few people who would genuinely experience such humanitarian feelings.

When people say they feel bad for people they never met, it can be one of three or four things.
1. Performative like you said.
2. Intellectually but not emotionally: you can recognize the tragedy of mass loss of life without feeling it emotionally. They probably simply lack the vocabulary or intelligence to articulate this complex feeling adequately.
3. They are projecting onto it. "If this happened to me or my friends I would feel so bad!" which is true, but the emotional angle here is coming from "what if the situation was different!" rather than "what the situation actually is".
4. A very muted feeling but still present. When I see animal corpses on the street or in the yard I feel bad too.

I always assumed I was a low empathy person for not really caring about these kinds of things. If anything I'm more annoyed with the perpetrators for getting away with it or getting off too lightly than the crime itself.

What OP is missing is when there's a story behind it and/or there's a video/picture. If you see the injustice with your own eyes, even one death can make your start crying while 1 million dead from an earthquake feels like nothing.
If you view enough videos or pictures of children being maimed or killed in Palestine, that'll affect you more than just listening to a Fox News host or Ben Shapiro tell you any child's death is absolutely necessary to fight terrorism and the 10s of thousands of women and children dead just become an abstract concept as do most random unfortunate but unchangeable events in life. If you started crying thinking about any death, you'd never be able to even function as a human.
