The government should force single bachelors and bachelorettes to mingle and interact. The women will still probably only go for Chad, but things will still improve, if only marginally, slightly. Imagine every Friday night you had to attend a mandatory singles event. Even still you probably would not get anything, but at least you would have a slightly higher chance than now.
I think the idea is that the government doesn't want us to breed, because then there are fewer people, and they get to restart their eugenics programs.
