Warlords conquered people and instead of eradicating them they would offer them protection from other warlords in exchange for tribute (taxes). These warlords, to increase their own power and defeat other warlords, have a vested interest in expansion, so they conquer other people and take their resources. Now those people are paying tribute (taxes) too. In order to become more powerful, they need to develop technologically, they need more people, as such there is increasing urbanization, more cities, more trade and commerce. The people born in these civilizations are similar to the livestock that are born in factory farms. Now, maybe it's possible to create a civilization without doing that, I'd challenge you to find a SINGLE example of civilization that did not arise the way I explained.
