What other reason would there be and why would western revisionists talk about a clear, motivated and reasonable goal like that? There are already too many people who think they would try to invade the US proper and destroy it in European-style total war. They needed resources to fight their other conflicts, the US was blocked them from it, so they had to gamble on a quick decisive victory leading to immediate truce and concession (which was a doctrine that had succeeded before).
