I could never imagine calling cops on kids drinking unless theyre fucking with people. Feel like most kids used to drink at parks and bothered nobody. It's a victimless crime but I don't think that she thought if she called the cops in such a situation that there is a risk of someone dying. So I wouldn't really morally condemn the calling based on that. She is however engaging in abetting theft by the officer because she does not think they have a right to drink. You could maybe say that there is some kind of impropriety going on here because they are a little older and perhaps should be responsible for not giving alcohol to kids but I don't think they're that far away.
