CONSTITUTION AND CHARTER
OF THE
ALLIANCE FOR MARINE RECOVERY AND HISTORIC FREEDOM (AMRF)
ARTICLE I: NAME AND OFFICE
Section 1. Name: The name of this international non-governmental organization shall be the Alliance for Marine Recovery and Historic Freedom, hereinafter referred to as "the Alliance" or "AMRF."
Section 2. Principal Office: The principal office for the transaction of the business of the Alliance shall be established in a jurisdiction favorable to global advocacy and non-profit lobbying operations.
ARTICLE II: PURPOSE AND MISSION
The primary purpose of the Alliance is to advocate for the modernization of international property laws, maritime salvage treaties, and land-based heritage regulations. The Alliance stands to protect the economic rights of independent explorers, commercial salvors, and historical researchers against state-enforced regulatory overreach.
The Alliance shall actively lobby international bodies, including the United Nations and the International Maritime Organization (IMO), to establish a legal framework that guarantees:
The Right of Private Acquisition: The legal entitlement of independent finders to claim ownership and title over historical sites, maritime wrecks, decommissioned military structures, and abandoned sovereign assets.
Protection of Proprietary Intelligence: The absolute right of discovery teams to legally protect, encrypt, and withhold geographical coordinates, technological research, and cryptographic data related to their findings to ensure fair market leverage.
Incentivized Historical Preservation: The replacement of total state prohibition with competitive, private-sector market solutions that reward discovery rather than punishing exploration.

ARTICLE III: CORE ADVOCACY PRINCIPLES
The Alliance operates under three foundational pillars to counter modern international regulatory restrictions:
Pillar 1: Liberalization of Abandoned Assets. The Alliance rejects the doctrine of permanent sovereign immunity for long-abandoned state property, including sunken vessels and obsolete military bases.
