They aren't confident in their speaking abilities because they're conscious of their accents, so they often pretend they don't know English whatsoever to save face. Often they are only able to say things like "I'm Takeshi Suzuki" and please/thank you.They are also less likely to understand someone speaking to them in English at all, because it's simply used less commonly.
The more I learn about Japan and the Japanese, both historically and now, my opinion of them decreases more and more.
