Not even the most liberal European countries have or are planning to implement UBI. Finland tried it with mixed results. It's over once you start getting raped by credit card interest. If you can't pay off the balance, then it just snowballs.

This has never happened to me, but even if you pay like 95% of the statement balance, they'll still charge interest for the entire balance. For most people, interest rates are >20%.

There are ways to avoid this, but if you keep charging the cards then the issuer will turn you out before you can think about fixing the situation. For people who passed high school algebra, this screams DON'T USE YOUR CREDIT CARD AS A LOAN. Most people don't understand that, though.

Credit card companies do not verify income (as a rule anyway, under special circumstances they do.) You can literally just make up a number and no one will care.

You're supposed to pay it off in full. If your credit limit is 1000 bucks, you use 400, the minimum payment is 50 bucks but the statement balance is 400 then you are supposed to pay off 400. If you use your card and the balance goes up then even if you paid 400 it'll reflect how much you used so if you use 200 and you paid 400 then it'll still show you have a balance of 200. You reduce the balance by paying it off so the next statement shows you used 300 or 200. If you only make the minimum payments then the balance rolls over into the next statement balance and it shows high usage and that is when the interest starts accruing.
If you use 400, pay all of the 400, then use 10, 25, 50, 100 bucks of your credit so the account statement reflects you used it and didn't have high usage. You didn't let the balance roll over, you didn't make a late payment, now you're in the clear. Creditors still want to see some usage but they want it to be below a certain threshold so it reflects that you're responsible with credit.
