lowercase and little to no punctuation was a trend on 4chans predecessor board, Something Awful, 25 years ago, specifically the FYAD sub forum that rebelled against the norms of the GBS sub forum with its proper grammar/spelling/punctuation culture. so you might consider some people doing it are very old not very young.

Before English text was primarily only in books or letters

There was really no need for tone or implied meaning of expression in words or sentences

But after texting became a thing in the '90s and 2000s it became very important because the shift from English text being in books and letters changed into a whole new way of sharing thoughts instantly other than speaking them
