I've complained to Metro and Throne before and they seem to dgaf

Nope. Metro is a public transportation agency, but they are funding a private company to provide toilets, and discriminating against anyone not carrying a cellphone with them. They give away free "obamaphones" to anyone on medicaid and SNAP, including homeless, and they have a needle disposal box inside.
