Back in the times of the founding fathers it was unthinkable that military technology would advance as much as it did, and fighting the government using muskets was feasible because the government also fought with muskets. They would have obviously still had the advantage but the people wouldn't have been hopelessly outmatched. Also most gun owners tend to be pro government anyway so there's a very low chance of them actually turning their guns on it even if their firepower was roughly equal.
