I think people reporting that they "have no inner monologue" is just them misinterpreting the question to mean "do you literally hear a voice in your head". Unless you were like raised by wolves human cognition is largely articulated linguistically, you wouldn't be able to "think" meaningfully without it
i imagine it'd be easier to function without one. it's basically the driving factor of neuroticism. most people don't change their minds regardless of how much they think anyways.

It's talking about the bottom percentages, the creatures that act on little more than base instinct and moment to moment rationalization. Most of them are not white. Many of them are in jail. The only value of a monologue is that you can refine how to put your thoughts into words, so they can be expressed to others. Which is not always required.
