God allows suffering because God can not effect reality once it has been put into motion as it designed it. The suffering is required because it is a part of the long trial to see if man is capable of mental and spiritual enlightenment and can reach the state of a higher form of being, like angels that dwell on a greater plane of existence. All sentient life must endure this trial, many go extinct. It is required because God needs soldiers to fight the the forces of entropy that see reality as flawed by its very nature and want it to end. God can not intervene directly because it's "body" is the universe itself. Once it's design is begun, it can no longer directly interfere, much like a person can not physically rip a virus or cancer from their body. Much interpretation of "God' judgment", is based on actions performed by those that serve the creator (like angels) or protocols and plans it had already pre determined before time began(like the trial of Eden to test man and the great flood). Man is not alone in this spiritual test, all sentient beings of the universe must endure this, even to the point of coming to conflict with other races on the same quest. Every conflict, every struggle is a test. You either come out stronger, or you perish. Once man overcomes it's weaknesses, it will transcend it's own biology.
