More production effort was involved to work with the limitations. It's like how old video games had genius tricks to get around limitations. NES sprites were limited to 3 colors and a common background color or transparency. Games like Mega Man had 2 shades of blue, skin color and black and white for the eyes by making him out of 2 sprites layered.
