I wouldn't say it's "true," but it touches on something valid. There's a tendency for people who are fairly new to a field to get lost in the theory and overcomplicate things. The "low IQ" guy in the meme is reacting intuitively to what he sees in front of his own eyes. The "high IQ" guy has the expertise to validate those intuitions. The "midwit" has sufficient knowledge to recognize the shortcomings of relying on intuition alone, but in his rigid adherence to a theoretical framework he doesn't fully understand he comes to conclusions that appear nonsensical to the beginner and misguided to the expert.Most of the time, though, this meme format is just used as an excuse to justify one's own ignorance.
