We have GMOs, protein supplements, snacks made to be scientifically addicting, and all sorts of crazy food science. Yet with all the issues surrounding factory farms why hasn't cultivated meat been widely available by now? We have the tech and science already, what's stopping them from being common, is it lobbying?

Probably never, animals essentially work for free, while lab equipment and humans are expensive. Animals have efficiency losses but meat price is far too low for those to matter realistically. Populations will probably start shrinking faster than tech can improve on this front too which reduces pressure on agriculture.

That's just a finance problem. A cow will do it for free in exchange for some extra feed. Lab grown meat can avoid the extra parts but in turn it requires humans that need wages and expensive laboratory equipment. If the cost of feed is low (it is) and the cost of meat isn't high (it isn't) then that's not going to be a good swap for you. PETA activism doesn't pose a real cost to meat industry, frankly speaking it's almost guaranteed that PETA will protest lab grown meat harder simply because the facilities to grow it will be more easily accessible by a buss. No "extra" workers is inverted argument. Lab grown meat will require more real human work hours per kilo of output than animals because for the most part animals do in fact handle themselves.
So long as land is cheap for real agriculture (read when food is actually cheap) then lab grown meat isn't going to outcompete animals. It's only in scenarios where land isn't available that it does become attractive. There's also a chance that it will become a luxury product of sorts, more expensive but you pay the premium for "humane" reasons or because of better taste, they may be able to even tweak the taste to be better in specific ways. Highly unlikely that it will be cost competitive with the current trends in population which ensure land availability.
