So I'm doing a prep with a bro for his college application, and this is one of the logical puzzles.
The answer is 3, but I can't figure out why. Any help is greatly appreciated.

Where's your evidence that it decreases? Is it just a story? I can say that the trauma makes them more impulsive. Therefore, they're less likely to use a condom or other contraceptive or to think before reproducing. This would increase birth rates.
