I would think the laws of physics in those universes are fundamentally different. There are extra forces or fields, say, that biological life has learned to interact with. Or, they're simulated by a higher order universe, which can then modify the rules or world state as it wants.

If you wanted to cast fireball then all the local interactions to make that happen need local offsets to make those likely to happen in the first place, but the offsets must have to do with stuff that doesnt affect the fireball forming.
