Not literally thanks to zoning rules but building and operating nuclear power plants in general is free in most of the world. Well not free as in it doesn't cost money but free as in it isn't not illegal, it is of course hilariously expensive which is why it's not really in fashion anymore. Of course OP will never ever invest into a nuclear company because he doesn't put his money where his mouth is.
