To a degree this is self accelerating, this means food production will egt harder and harder in the southern half of europe and massively increase in the sahel zone.
And no, rain so far north on such a large scale is not normal, look up Nouakchott, it has 14mm rain in the whole july as norm and is about to get hit by more in a day. Tessalit is similar and there were rain clusters most of the month.
