Because it doesn't. Cold weather increases the likelihood of catching a cold because people stay inside more, thus helping the pathogens to spread more easily from person to person. But the cause of the cold itself is the bacteria/virus.

Saying "cold weather causes influenza" is just factually incorrect. It's like saying "being gay causes engine failures". No, it doesn't. It just makes it more likely you're driving a Ford.
