It's just bilateral symmetry. Like our eyes or ears, our proto-nostrils initially develop on either side of the head in embryos and only later converge to the front. It doesn't make a fused hole quite impossible but the design is significantly biased towards dual nostrils/nasal chambers unless it's strongly selected against. Even elephants or baleen whales still have dual nostrils/blowholes. Toothed whales/dolphins manage to have a fused opening that still immediately branches out afterward, and in some clades it's actually asymmetric (one proper, offcenter nostril + a more vestigial one that doesn't have its own hole.)The only vertebrates that have a true fused nasal chamber/passage are probably cyclostomes (lampreys and hagfishes, which diverged before fucking jaws were invented)
