It takes far too much energy to kill someone with a radiation weapon as opposed to a bullet and the surprise factor which is only useful for assassinations will wear off after the first couple victims since radiation kills in a pretty specific way. You have a too cumbersome and unreliable weapon for assassinating and too ineffective to go out in a blaze of glory and don't get me started on how useless it would in any scenario where the other guys also shoot back.
