If an AI company wants to build a data center out in the ocean, like a starlinked version of seasteading or oilrigging, why not? (So long as the US military forces them to shuttle their waste out of the ocean, at their own expense, rather than dumping it there.) If per contra it's tapping some existing water flow, somewhere civilized with a preëxisting water-delivery infrastructure, I'd need to know what the local % increase is, not the global increase, and I'd want landowners and longterm residents, not municipalities (politicians), to be compensated direclt, by a perpetual water dividend, like how subterranean oil rights from a century ago are still throwing a dividend now.
