Why does it matter when there's no standardization of how grades are assigned? A 100 at MLK High School might be inferior to a 70 at the Edward Witten International Academy.

At Harvard University about 95% of students get straight As. This is because at the most elite institutions, grade inflation is not only expected but demanded by the parents and the donors.

The system realized that assigning grades to the Harvard students led to this horrible outcome where the students who got admitted on merit actually outperformed the legacies and rich donors kids. This was unacceptable.

Therefore merit got thrown out because the rich kids needed to be getting A’s too.

As a side effect, all the black and female affirmative action students started getting A’s too. That was great, because then the rich kids could actually demonstrate that they were better than some of their other Harvard graduates. They were able to solidify their superiority institutionally and in the competitive market, with the simple trick of marginalizing anyone who got in via meritocracy.

Grading entirely based on a pre-defined scale is, in my experience, suboptimal. You should have one, but you should be flexible with it. In my experience the distribution of student scores is multi-modal, especially undergrad. The chaff will form a broad peak at the end. They won't make it in the long term either way but some may get lucky to just barely skirt the passing grade and you should only make sure almost nobody is barely passing/failing. Those that do barely fail or pass you should carefully double check and think about whether you consider them failing/passing a fair assessment.
If you know your students and you don't have a shit year the top 3-4 people oftentimes won't be meaningfully better or worse than one another, even if their score varies. They form a small peak at the end of the score distribution. That doesn't mean they should get all As, but you should grade with the understanding that a written test does not have that high a resolution.
The bulk of people will make a third, broad bump across the rest of the spectrum.
This kinda approach is a combination of grading on a curve versus a fixed scale, and in my experience actually captures people's aptitude more reliably than either.

The problem of "elite universities" is that their existence is fundamentally parasitic. You can give them 30 times the resources but they will never produce 30 times better students, let alone 30 times more students. They only have a few 10k students at most just like any other, but with X times the non-academic staff, often outnumbering the academic staff by an integer factor. Resources are finite and those funds are missing for the rest of the academic system, which basically winds up with the vast majority of universities in such a system being so backwater their degrees might as well not count, neither domestically nor internationally.
That leaves you with an absolute dogshit median, and the only way to even try and recover from that is by rigging the average.

There's no such thing as "American grading". There are nearly 100k public schools in the US, along with about six thousand institutions of higher learning. Some use a ten point scale, some use a seven point scale, some use plus and minus letter grades while others do not. Some are pass/fail.
No doubt there are some schools in the US that use the grading scheme you posted but it's just one out of many different grading schemes.
