That is specifically hydrocarbons under ideal conditions.
If oxygen is scarce, for example, carbon monoxide becomes a predominant output.
More importantly: if carbon is absent in the fuel, it will also be absent in the output. And the presence of any elements that aren't H, C, or O will obviously result in a host of other compounds.
