Drug abuse, which he has denied, is a plausible cause for decline, but how can the rest cause decline? I hear that IQ is fixed (strangely, never with any proof) so without early dementia it is not clear how his IQ could have been reduced.

Sufficient, yes but not profound. If his verbal matched his visual spatial, he wouldn't be wasting time on twitter, he would using it to influence policy in the backdoor. He would be using it to work with other non tech people, etc He got funding because he has an impressive background of executing really difficult tech projects, and that works well in silicon valley but not much elsewhere. Also, more people would be open to the idea of an actual mars city if he found a way to work with people instead of constantly antagonizing them, that's the power of verbal persuasion that he's missing. He would be able to hypnotize people into accepting such crazy ideas, something that steve jobs had--he had the complete package, both tech and social skills.
