The phenomena seen like anthocyanin dominance and foliar senescence in deciduous plants are a physiological responses to shortening days and cooling temperatures. I imagine there are environments with similar climate to autumn. I'm thinking high altitudes near the equator. Even in a hypothetical eternal autumn environment, I don't think you'd see the colors of autumn as chlorophyll dominant plants would still out compete any anthocyanin dominate plants.

People act like I'm pretentious for using autumn but it generally seems better to avoid overloaded words when a unique alternative exists, especially one that is widely understood. As some other have mentioned, the transitional aspects of autumn cannot exists continuously. The period from which it transitions needs to exist first. Things like temperature, humidity, and variance over the day and night can be permanent. Quito in Ecuador feels that way to me, though not in the rainy season. The falling of leaves can't be continuous, though you might be able to genetically engineer something similar if you're willing to create artificial inputs. In the movie 'Antitrust', the evil businessman that's not Bill Gates (but we all know he is Bill Gates) has a display in his office for all four seasons. Each section is its own little microcosm. The one for autumn has gently falling leaves in it. In the movie it works. In reality, they'd need someone coming in to continuously recycle the leaves.
