Probably something similar to Canada's M-EPIC, where it has the cover of being an anti-poaching nature preservation group. Probably has a similar dark origin too where it was used to round up dissidents and anti-apartheid activists under the guise of tracking down witch doctors and the like.

Has anyone done anything with conspiracies inside the government beyond just DG itself and MAJESTIC?

I've been playing Ready Or Not lately and have been getting a lot of Delta Green vibes from the Boiling Point DLC and its Conspiracy Angle and think it would fit well with Delta Green.

I set my DG games exclusively in the Conspiracy era between 1994-2002, so there are no Handlers. Just directives from A-Cell and communication with the Cell Leader's above and below ours. And they're all human.
