They unlock what are basically FOC slots to let you access certain units and also give you expendable rules or resources during the game. >>98153133I would consider it higher because you have limited unit selection in first and second wave, and this concept of 'living rules' just seems like a gimmick to sell more models analogue with the balance spin cycle omnipresent in vidya, especially Blizzardo vidya. It would be supremely wise to avoid putting together a 2k army until more waves of units come out to avoid planned obsolescense dicking you over. If you want all the models anyway though it doesn't matter. I'll be waiting to see what the air units are like myself.
