What is the most broken character you can make in D&D?

Assume all rule sets available, but you are limited to picking one for the build/setup.

Top has to be coffeelock. Goes without saying.

After that a winged tiefling warlock/fighter is probably the best martial. You can fire magical sharpshooter arrows from beyond almost anything's reach, packs plenty of armour and health, stacks good stats for saves (cha + dex) AND is a full caster on top of that. You can heal, summon, blast, control, anything you need really. And all while abusing the shit out of flying rules to abuse involuntary movement and range bands. Did i mention you ignore cover?

Druid/cleric is also pretty broken, i reccomend star druid and tempest cleric, but really anything goes

Warlock spell slots refresh on short rest. You can turn them into sorcery points with Sorcerer, which don't reset until long rest. Basically the longer you go without sleep the more bullshit you can do. And by RAW (now, after this bullshit became common knowledge) you make a CON save with an initial DC of 10 to not suffer a level of exhaustion, adding 5 to the DC for every 24 hour period in which you have not taken a Long Rest past the first.

So by RAW it's still a potent combo, but it's not the sort of thing you can maintain indefinitely.

This might sound silly, but a simple flying race sharpshooter fighter is undefeatable in 5e. Just fly up beyond the range of any spells and keep shooting arrows until you win. I remember doing this in an "Arena" game back in 2017 to prove a point.

I guess Berserker Barbarian can deal a lot of damage with GWM, and Beast Master Ranger with Dual Wielder and Two-Weapon Fighting can also put out some pretty serious damage.

3.5 gets AC In the hundreds.
As others have said, Pun-Pun.
But if you don't agree with the rules interpretation that Pun-Pun requires (temporary vs permanent stat numbers), then it's Malconvoker.
Allow me to explain.
Malconvoker is a summoner-type that gets free Extend spell on summoning/conjuration and a HD limit cap raise on Planar Binding.
With the right items to boost Cha-checks and some preptime, a 16th level or so Malconvoker can have literally thousands of 8HD Outsiders and his command, hundreds of 14HD Outsiders and dozens of 20HD Outsiders on his side.
At that point, sheer weight of numbers and variety of abilities beats anything he comes across.
Your build has 500AC? I'll have thousands of enemies target you with low-damage spells, Reflex save for half damage.
You have Evasion and a stupid high Reflex save? You'll have to roll some 1s eventually.
Immune to energy damage? I'll have Balors cast Implosion on you until you fail a Fortitude save.
Etc.
Note, I'm not saying this build is invulnerable - the Malconvoker can still be killed, and mass numbers of minions work best in open battlefields, less so in a confined area like dungeon.
But in terms of raw power and simply being able to overwhelm any other build, it has my vote.
Beating the Malconvoker requires very clever planning and playing.
The Malconvokers tactics are actually kinda dumb - I overwhelm you with thousands of disposable minions.
And that's why it's the most broken - because cleverness is not required to win using it.

For a Sarrukh. Which is not the same thing as someone wild shaped into a Sarrukh temporarily, for the sake of getting Manipulate Form through Assume Supernatural Ability, so you can Manipulate Form Manipulate Form onto your familiar that is scaled but is definitely not a Sarrukh so they can Manipulate Form Manipulate Form back onto you when you are no longer Wild Shaped into a Sarrukh but are just a regular ass kobold. No, it is indefinite. Sorcerer gets a rejeuvenation spell that removes fatigue, and it costs less than the number of points you generate per eight hours. There's also no cap on the number of points you can carry, so you end up accumulating a theoretically infinite number of spell slots. Its not even a meme strategy to do this either because you still get more casts per 8 hours than an equivalent sorcerer would, so you're not checked by attrition either

Sharpshooter removeps the disadvantage from long range. You'll outshoot most things from like 800ft away, if they're even in range at all. Speaking of, that flier now takes 160 turns

Peasant Railgun? Requires simultaneously adhering to rules as written and invoking DM fiat to allow momentum, which isn't part of the rules.
PunPun requires DM fiat to allow all the wishes to work and a specific magic item to exist and be given to you.
I believe LocateCityNuke is also reliant on DM fiat.
The only one I'm aware of that fully adheres to basic rules AND isn't technically reliant on DM fiat is coffeelock. And any DM worth his shit will simply not allow you to do that.

I cant speak to all editions but the flying character can be doing this before a wizard sorcerer or warlock get fly, and clerics and druids never get that spell at all. Casting it at level 5 eats one of two 3rd level spell slots, so you're doing what, one fireball to the (dex save) fighter while getting shelled from 450 feet outside your maximum range assuming the (dex build) wins the checks to choose the engagement? Your wizard is closing at 90ft per turn, so you're shot six to eight times before closing to engagement range at 14.5 damage per hit. You have maybe 25 hp at level 5, so your wizard is dead before they even close to spell-range - the fighter didnt even need a subclass feature or action surge

At higher levels teleports and more abundant spell slots skew things more in favour of the caster, sure, but do they ever actually *win* the DPS race?

If we're talking about creatures from the monster manual instead then again yeah there are some you cant outfly, but then you just land. You're still a fully fledged fighter on the ground, you dont lose any utility by fighting normally if it happens to be more favourable the one time range doesnt give you a free win

What's the strongest with slightly stricter requirements? As a lot of these require a fair bit of dm cooperation, and stretch the definition of RAW.
You get xp to get to lvl 20 once (as a single class character, you can multiclass but if it's an edition that penalizes it you get that penalty and won't be lvl 20), edition appropriate wealth for that xp amount, and can choose options to spend that budget, but you can't assume a pre-story where you get to do specific stuff.
The character won't get preparation time beyond starting rested, prepared and equipped.
Only player facing options from wotc books that are not setting or campaign specific (or choose one setting).
Magic items can be up to one fifth of the starting wealth per item, unless your character could craft it themselves.

Extra points if it doesn't require something that most dms would instinctively ban the moment they hear about it, i.e. you stick to stuff that sounds fair, but strong.

No, it's not, that's how most monster abilities in 3.5 are written. Case in point, clicking a random monster from the SRD:

Nowhere does that communicate you can't use the breath weapon if you use Assume Supernatural Ability or Shapechange, that's inventing shit. Don't do it elsewhere.

This is still a full-fledged fighter. You just need a bow and sharpshooter and aaracokra/winged tiefling (or however it is spelled). You can make a full dex fighter build outside of those three things. It is just that against anyone that does not have ultra-long range defenses. He automatically wins.
