Usually a lich I would say. There is a strong tendency to make human/humanoid characters always stronger or at least more important to the point where a dragon for example, can't be the actual big bad, but instead their minion, or some non-plot relevant thing.

Sometimes a Lich controlling things behind the scenes can be a more powerful BBEG as it's not something you can murderhobo your way out of as often you have to find where the fucker is hiding as they not just flying around killing everything but sending minions to do that that shit for them. Though in a straight up fight, often a Dragon going to be the golden Standard of Boss Battles as a Lich is just a undead spellcaster with zombie/undead guards to help protect them.
